-3- <br /> Councilmember Marks reported his attendance at the meeting of the. Executive Com- <br /> mittee of the Youth Service Bureau the previous Thursday morning where he said he <br /> had learned more about the Bureau's program directed towards juvenile shoplifters <br /> which provides counseling services for first offenders and their families. The <br /> Councilmember indicated he believed this was a very necessary program because shop- <br /> lifting seemed to be the hi.ghest level crime in which the youths the Bureau sees <br /> are involved. He said the program had actually originated with the Roseville <br /> Police Department and indicated he perceived the Bureau members recognized the need <br /> for an accurate evaluation of the effectiveness of this and other programs they <br /> provide and were hopeful such a study could be made .at someone else's expense. <br /> Councilmember Marks indicated he would be reporting later on the volunteer promotion <br /> program the Bureau had recently undertaken. <br /> Councilmember Makowske reported being unable to attend the meeting -that noon of the <br /> AMM Housing Committee, but indicated she would be passing around the minutes of the <br /> last meeting she attended. <br /> The Councilmember indicated she believed the City should join Minneapolis in the <br /> resolution they had passed related to problems most of the metropolitan area is <br /> experiencing from the accelerated air traffic from the International Airport. <br /> Mr. Childs said he would put the matter on the next Council agenda. <br /> Councilmember Makowske also reported receiving a resident complaint about the <br /> helicopter rides being given from the Apache Plaza parking lot the previous weekend. <br /> Councilmembers Marks and Enrooth said they had visited the ride sites several times <br /> that weekend and had observed the activities had been very well controlled. <br /> • Councilmember Enrooth said he perceived those low costing rides might have provided <br /> many persons with an opportunity they might never experience again. Mayor Sundland <br /> said it might only be necessary to change the takeoff and landing patterns for <br /> future rides. <br /> The September Financial report was ordered filed as was the September Fire Department <br /> report during which the Mayor reported receiving a demographic study of the City at <br /> the Chamber of Commerce that noon showing St. Anthony's population to be top heavy <br /> with persons between 55 and 75 years of age. He said that inbalance might account <br /> for most of the Fire Department's calls being for medical emergencies. Council- <br /> member Marks indicated he perceived that study also verified the assumptions about <br /> the City's population made by John Arkell during the H.R.A. ' s meeting with the <br /> Kenzington redevelopers the previous evening. <br /> Before the September and October reports from the Police Department were filed, <br /> several events, in which City patrolmen had been involved, were discussed with <br /> special attention given to the apprehension of five illegal aliens and recovery of <br /> counterfeit bills with that arrest, by Patrolman MacQueen. <br /> A correlation was drawn between the fines and sentences imposed by Hennepin County <br /> judges and the state sentencing guidelines discussed earlier in the evening before <br /> the prosecutors' report on matters handled at the Hennepin County Municipal Court, <br /> October 2nd was ordered filed. <br /> No Council action was deemed necessary regarding the notification of the meeting on <br /> solid waste management to be sponsored by Ramsey County, November 14th, or the <br /> is <br /> October 4th letter from Senator Rudy Boschwitz reporting the Senate action to <br /> nullify a Supreme Court ruling and allow state and local governments to continue to <br /> offer compensatory time off in lieu of overtime pay, which had been written in <br /> response to the City concerns about that decision. <br />
