CITY OF ST. ANTHONY COUNCIL MINUTES January. 14, 1986- The meeting was opened at 7:30. P.M. with the Pledge of Allegiance led by Mayor Sundl and. Present for,rol-1 call Parks, Ranal..lo,. Sundland, and -Enrooth'. Absent: Makowske Also present: David Childs:'-City Manager.;. Don Hickerson, Police Chief; and Larry Hamer, 'Director of P'ublic"Works. Motion 'by Council.member Marks and seconded by Councilmember Ranallo to approve the minutes of the December 17,' 1985 Council meeting with the following change: _ Page.3, para. 1 : Insert "thousand" between "hyndred" and "dollars" .in .1ine 3. Motion carried unanimously. Motion. by .Councilmember Marks .and seconded by Councilmember Ranallo to grant the following licenses as listed in the January 14, 1986 Council agenda packet: Service Station • Dick' s -St. Anthony Union 76. Contractors North Star Services, St. Paul LaMere Concrete & Masonry, Inc., Roseville Motion carried unanimously. Motion by. Councilmember Ranallo and seconded by Councilmember Enrooth to. approve payment of all verified claims listed for December 31 , 1985 in the January 14th Council agenda packet. Motion carried unanimously. Before the motion of- approval of the remainder of the claims listed in the January 14th agenda packet was voted on, Mr. Hamer explained that the new MSA fund rules require soil explorations before authorization of funds for any project. Moti"on by Councilmember Ranall*o and seconded by Mayor Sundland to approve payment of-the following claims as listed in the Council 's January 14th agenda packet: $490.15 to Dorsey- &'-Whitney for legal services during November, 1985; $1 ,945.90 to the Soil Exploration Company for the subsurface exploration program necessary for the reconstruction of St. Anthony Boulevard between Stinson Boulevard and .Silver Lake Road; - $1 ,555.88 to Short-Elliott-Hendrickson, Inc. for administration of the City's 1985 MSA account;
