-2- <br /> $1 ,430.24 to Short-Elliott-Hendrickson, Inc. for engineering consulting services <br /> • provided through November 16, 1985 on the St. Anthony;:Boulevard reconstruction <br /> project; <br /> $26,813.15 to the Metropolitan Waste Control Commission for December services; <br /> $556 to the National League•,of Cities for annual membership dues from February 1 , <br /> 1986 to January 31 , 1987; and <br /> $93 to Ramsey County League of Local Governments for 1986 annual membership dues . <br /> Motion carried unanimously. <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth to authorize <br /> a proclamation by the .Mayor that the week of January 21st would be observed in <br /> St. Anthony Village in conjunction with the State's observance of the 71st anni- <br /> versary of the Kiwanis International . <br /> Motion carried unanimously. <br /> Copies of the letters from Group W. Cable officials informing its franchising <br /> authorities that the cable firm had been sold by its parent company to a group of <br /> cable operators had been included in the agenda packet and Mayor Sundland commented <br /> that he anticipated there would be franchise changes sought by the new owners <br /> about which the Council would have to be kept fully informed. <br /> Councilmember Ranallo announced that, because construction of the new Rochester <br /> Civic Center would not be completed by the April lst target date, the League of <br /> Minnesota Cities conference planning committee on which he serves had rescheduled <br /> • the LMM annual conference to be held in Duluth June 17 - 20th. He added that, <br /> because of the construction delays, the State Democratic Convention was also moved <br /> to Duluth. In reply to the Mayor's statement that he preferred outstate conference <br /> locations, Councilmember Ranallo indicated the last St. Paul convention had broken <br /> all records for attendance and Mayor Latimer wanted the meetings back in St. Paul <br /> in 1987 for the celebration of the Minnesota League's 75th anniversary. A rotating <br /> schedule has been set up for all other future conferences between Bloomington, <br /> St. Paul , Rochester, Duluth, and St. Cloud, if large enough facilities can be found <br /> in that city, he said. In response to the Councilmember's request for program <br /> topic suggestions for the Duluth conference, Councilmember Marks suggested that, <br /> since the response to the RCLLG's meeting on the county court system had been so <br /> positive, it might be interesting to explore the subjects of sentencing guidelines, <br /> prosecutions, and fine structures from a statewide perspective with state legis- <br /> lators, who actually set the guidelines, prepared to respond to questions from the <br /> municipalities about problems they have with the system. <br /> Councilmember Marks then indicated he would be participating in the training sessions <br /> for elected officials in a few weeks and then opened the discussion of resident <br /> complaints about their driveways being plugged up by the City plows as soon as they <br /> were cleared during the three day storm which occured at the beginning of the winter <br /> season. Councilmember Marks asked whether it was possible that the city crews could <br /> go back and open up those driveways for the residents and indicated he would be <br /> interested in finding out how much such a program would cost the City in terms of <br /> manpower and capital equipment. <br /> Mr. Hamer's response to questions of the same nature which had been raised during <br /> • the Council 's December 17th meeting was distributed to Councilmembers and the <br /> Public Works Director reiterated some of the problems his crews had encountered <br /> trying to keep the streets open during the weekend in question when 22 inches of <br />
