Councilmember Ranallo congratulated Mr. Childs, telling him <br /> • he perceived it was very beneficial for the City to have the Manager so involved <br /> in activities outside the City. <br /> Copies of the invoice from Hennepin County indicating the City's share of land <br /> acquisition costs incurred by the County in relation to the reconstruction of <br /> County Road D had been distributed by the Manager, who said the City had already <br /> been reimbursed from the MSA funds for that amount. <br /> Motion by Councilmember Ranallo and seconded by Councilmember Marks to approve <br /> payment of $41 ,090.75 to Hennepin County Bureau of Public Service. <br /> Motion carried unanimously. <br /> Councilmember Ranallo suggested that this might be the appropriate year to consider <br /> changing the terms of office for the Mayor from two to four years and requested <br /> staff be directed to research what other municipalities have done in this regard <br /> and what actions necessary to accomplish the change. There were no objections to <br /> his proposal . <br /> Mr. Childs indicated the letter frpm Ramsey County Commissioner Ruby Hunt related <br /> to the consolidation of the Ramsey County Municipal Court system should require <br /> no Council action, since all St. Anthony cases are currently handled by the <br /> Hennepin County court system. <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth to approve <br /> • the second reading of the ordinance which amends the City alarm ordinance. <br /> ORDINANCE 1985-004 <br /> AN ORDINANCE RELATING TO ALARMS; AMENDING <br /> SECTION 45O:25b., REPEALING SECTIONS 45O:25d.1 , <br /> 450:30 AND 45O:35a; AND AMENDING SECTION 45O:35b <br /> Motion carried unanimously. <br /> In his January 8th memorandum, Mr. Hamer had advised the Council that, because <br /> Well #3 has had to be shut down for the past two years, maintenance on Well #4 on <br /> which the City has had to rely for its water supply, is now necessary. Because of <br /> a perceived wear on the pump bowl in that well , the Public Works Director recom- <br /> mended that equipment be replaced while the well is shut down. Since he expects <br /> it could take from 4 to 6 weeks for delivery, Mr. Hamer's recommendation was to <br /> order the bowl immediately, so Well #5 would have to serve as the City's source of <br /> water for only the week required to do the maintenance on Well #4. Mr. Childs <br /> commented that eventually the City would have to make some drastic changes to <br /> its water system but these temporary measures would buy time until the. EPA study <br /> on alternative water sources is completed. <br /> Motion by Councilmember- Enrooth and seconded by Councilmember Ranallo to approve <br /> the purchase of a new pump bowl for Well #4 from Layne Minnesota for $4,250. <br /> Motion carried unanimously. <br /> • Motion by Mayor Sundland and seconded by Councilmember Enrooth to adopt the resolu- <br /> tion which designates Clarence Ranallo to continue to serve as Mayor Pro Tem for <br /> the coming year. <br />
