-3-
All the full time firefighters are trained to use the machine and there is always one
• on duty to respond to medical calls. There is also cross training of the Fire
Reserves as first responders, since they are all Emergency Medical Technicians,
according to Firefighter Drusch. Although there were only eight cardiac emergencies
the Fire Department had to respond to last year, that was a substantial decrease from
past years, and the firefighter indicated he would anticipate that, with all the
new housing for seniors going up all over the City and the aging of the Ci.ty'.s
population, such medical calls would increase appreciably in the next few years.
Fire Chief Entner indicated he wanted to make a public statement of his own apprecia-
tion of Firefighter Drusch' s expertise and abilities, saying that was why he had
put him in charge of all EMT training. Councilmembers were invited to come down to
the fire station for a more detailed demonstration of the new equipment.
Councilmember Enrooth indicated he perceived that the way in which the Waste
Management Company had set up the City's recycling center had certainly been impressive
and should be formally acknowledged in writing. Mr. Childs said he would take care
of it.
Councilmember Ranallo reported that the Council 's suggestion that one of the program
topics for the League of Minnesota conference to be held in Duluth June 17-21 be a
discussion of the way DWI offenses are handled in the municipal court system had been
accepted by the Conference Planning Committee on which he serves. The Councilmember
then urged anyone who planned to attend the conference to get their reservations for
rooms in early because of the limited space available in Duluth.
Councilmember Marks said he had attended an early morning meeting of the Executive
Board of the Youth Service Bureau the previous Thursday and had also accompanied
the Executive Director and Chairman of the YSB Board to a training session at the
Wilder Foundation where the responsibilities of the Board were discussed. The
Councilmember indicated all Board members are being interviewed to ascertain what
they believe the mission of the Bureau is and what direction it should take in the
future related to expansion or contraction of existing programs. Councilmember Marks
said he had been selected to serve on the committee which would study the alterna-
tives. He also reported the Youth Service Bureau staff had been made available
when a District #282 student had recently committed suicide.
Mayor Sundland indicated he had met February 7th with State Representative Rose
and Mr. Drawz, legal counsel for New Brighton in their lawsuit, against the Army, and
he circulated, for Council information only, the letter indicating the ways in which
New Brighton is requesting the City to help them in that litigation. When the Mayor
reiterated the City's position that the Minnesota Pollution Control Agency should
be included in the fact finding and final resolution of the water contamination
problems experienced by both cities, Mr. Childs told him he had just that day
received confirmation from the EPA that MPCA would become a party in the process.
Mayor Sundland then reported that when the AMM- Board had met in a retreat Jandary 17th
the discussions had centered on how to repudiate the series of articles in the
Minneapolis Star/Tribune this summer .which cited the "sagging_ quality" of local
officials in the metropolitan area and he circuljated a rough draft of the policy
paper the Board had developed in response.
• The January Fire Department report and the Liquor Operations sales summary were
ordered filed after Councilmember Makows,ke had commented that she perceived the latter
indicated a good start for 1986. The December Financial report was also noted and
ordered filed.
