-9- <br /> Motion by Councilmember Ranallo and seconded by Councilmember Enrooth to grant the <br /> • licenses listed in the April 22, 1986 Council agenda with the exception of the <br /> request to sell flowers, as follows: <br /> Cigarette <br /> Country Club Market, Inc. <br /> Minneapolis Park Board CGross Golf Course)_ <br /> Smoking Section, Apache Plaza <br /> Clochie's Coffee House (Apache Medical Building) <br /> Amusement Devices <br /> C. G. Rein CApache Plaza) <br /> Contractors <br /> Standard Water Control Systems, Inc. <br /> Custom Pools <br /> Dav-Ko Home Improvement <br /> Marvin H. Anderson Construction Co. <br /> Beer <br /> Minneapolis Park Board (.Gross Golf Course) <br /> Service Station <br /> St. Anthony Standard, 2812-27th Avenue N.E. <br /> Motion carried unanimously. <br /> THe copy of the April 15th request from Dale Peterson, 2727 - 26th Avenue South, <br /> Minneapolis, to sell flowers from the Rapid Oil Change property on Mothers Day <br /> had been included in the agenda packet and it was noted that at least this vendor <br /> had requested permission where many others had just gone ahead with their sales <br /> from the right=of-ways without first contacting the City. <br /> Mr. Childs indicated the City Police made a strong effort to stop these illegal <br /> sales and the Manager said, the only reference to this type of sale he had found in <br /> the City Ordinance had been related to the sale of produce outside grocery stores, <br /> but it was his inclination not to start enterprises like the one requested on <br /> private property or . City right-of-ways. However, he said, there is "grey area" <br /> when it comes to one day sales by merchants in the southern shopping areas. <br /> Mayor Sundland indicated he perceived there might be a conflict with traffic at <br /> that particular corner, and Mr. Soth told him he perceived that type of activity <br /> might be prohibited in the ordinance from a safety standpoint because the sales <br /> might prove to be a distraction to motorists, but, if the restrictions are imposed <br /> on a case by case basis, it might be more difficult. However, the attorney advised, <br /> the Council could permit this sale on a trial basis in anticipation of an ordin- <br /> ance restriction without setting a precedent for future sales of the same kind. <br /> Motion by Councilmember Ranallo and seconded by Councilmember Marks to grant Dale <br /> Peterson permission to sell flowers from the Rapid Oil Change property on the <br />
