• CITY OF ST. ANTHONY <br /> SPECIAL CITY COUNCIL MEETING MINUTES <br /> April 29, 1986 <br /> The meeting was called to order by Mayor Sundland at 7:10 P.M. <br /> Present for roll call : Sundland, Makowske, Marks, and Ranallo. <br /> Absent: Enrooth. <br /> Also present: David. Childs, City Manager; Ray Nelson, Liquor Operations Manager; <br /> and Wil Johnson, BWBR Architects. <br /> David Childs presented a report relating to financial projections for remodeling of <br /> the Stonehouse bar and addition to the Stonehouse off-sale facility. <br /> Off-sale basic construction costs for addition which would result in a 10,000 <br /> (approximately) square foot off-sale- facility connecting the existing Stonehouse <br /> space with the Fire Station would be about $270,000. A basement would be about <br /> $67,000 and a contingency of 10% brings total estimated cost to about $371 ,000. <br /> Estimates are furnished by James Hagman, Hagman Construction and 'are preliminary. <br /> Costs for remodeling the Stonehouse bar included fixture costs of $176,000 based <br /> on Monarch Distributors' estimate; $64,000 entryway and "greenhouse or atrium-type" <br /> addition on the north side; heating/ventilation and 'air conditioning improvements <br /> • of about $20,000, 10% contingency.. Basic, estimate, -not including demolition costs <br /> inside is about $286,000. <br /> Total costs for on- and off-sale are_theref ore about $657,000-plus bonding, legal <br /> and architectural and other costs, .'bringing. the-'total 'bond to-. $711,.000 or so. <br /> Complete new construction of a facility to replace-both the on/off sales was <br /> estimated at $1 ,440,000. <br /> It was agreed that the remodeling and .additions to the existing structures is the <br /> preferred alternative based on a cost picture. <br /> Questions included the method of moving from Hard-ing (SAV Liquor Warehouse #1 ) <br /> to thenew facility. Mr. Nelson hoped to complete the move over a weekend, if <br /> possible, hopefully not closing for =re than a day or two and preferably not <br /> trying to keep both locations open at one time. <br /> Councilmember Makowske asked about the feasibility of a second floor on the off-sale <br /> Addition as a possibility for City offices. Wil Johnson felt that although the <br /> additional cost to allow for such-future addition might be only about 10% of the <br /> construction costs (..$25,000 or sol,._ it is questionable due to available parking, <br /> handicapped access requirements (elevators)- and other considerations, that it <br /> would be a very effective location for the City offices, but "yes" a second floor,- <br /> is structurally possible. <br /> • The next steps were discussed as follows: <br /> 1 . Select BWBR as architects at an hourly rate, but not to exceed 8% of construction <br /> costs. <br />
