Mr. Peterson said he -hadn't quite resolved the question in his own <br /> • mind because on one hand, -with the lack of money available for other types of adver- <br /> tising, .any visual message to let potential customers know the store was there would <br /> be welcome but, on the- other hand, -it might be true as the Commission Chair had <br /> --poi nted out, "nothi ng coul d be more frustrati ng than pul l i ng up -to, a-:stor•_e)you- aossume i s <br /> open by virtue of.the fact that the sign is lit, only to find a locked door He said <br /> because of his store' s own late hours,. the _question'was probably moot in his case, <br /> anyhow. <br /> Motion by Councilmember Enrooth and seconded by Councilmember Marks to grant. a condi- <br /> tional use permit to RPA, Inc. , 1075 West County Road E, Shoreview, MN, to allow the <br /> operat-ion .of the Paul. Revere Pizza bakery and delivery service, 3005-37th Avenue N.E. , <br /> as proposed by the franchise owner,. Richard Peterson, finding, as- did the Planning <br /> Commission, that:. <br /> 1 . Staff had received no calls for or against the proposal prior to either the <br /> June 17th Commission or Council June .24th meetings and no objections to the permit <br /> had been raised duri.ng: either meeting- <br /> .2. The proposed use would fill an empty store front which is perceived to be a <br /> detriment to the City; <br /> 3. The owner had indicated there would be no seating for customers provided. in the <br /> store which-could r.esul t.. i n pa4rki ng,,congest-ion around;:the site; and . <br /> - 4. The three conditions required by statute .to'.be satisfied before a conditional use <br /> permit �can. be authorized have been perceived to have been done so with thi.s <br /> proposal . <br /> Motion carried unanimously. <br /> Dennis Olson, 31:17 Rankin Road, Chairman of the.Elmwood Lutheran Church .Building <br /> Committee, was present f'or. the -Council 's consideration of the church's request for. <br /> the conditional use permit required of All .churches .in a residential area for the <br /> proposed sanctuary addition to,the north side of the existing church building -at <br /> 3615 Chelmsford Road N.E. ' The Building Chairman had again provided a model of the <br /> church with -the requested addition for which the Commission had unanimously recom- <br /> mended the Council grant a permit and answered questions related to the project prior <br /> to action by the Council . <br /> Motion by Councilmember Marks and seconded by .Councilmember Makowske to grant a <br /> conditional use permit to the Elmwood Lutheran. Church for -the construction of a <br /> sanctuary on the north side of their existing church building at 3615 Chelmsford <br /> Road N.E. , finding, as did the Planning Commission, that: <br /> 1 . All the ordinance requirements had- been complied with and no variance would be <br /> necessary for the project; <br /> 2. There were no expressions of opposition to the proposal either before or during <br /> either the Commission's public hearing on the request June 17th, or the Council <br /> consideration June 24, 1986; and <br /> 3. Essentially, this addition can be perceived to be an improvement of the existing <br /> property. <br />
