CITY OF ST. ANTHONY <br /> SPECIAL COUNCIL MEETING MINUTES <br /> June 30, 1986 <br /> The special Council meeting was called to order at 7:31 P.M. by Mayor Pro Tem <br /> Ranallo. <br /> Present for roll call : Marks, Ranallo, and Makowske. <br /> Absent: Enrooth (_arrived at 7:40 P.M. ) and Sundland. <br /> Also present: David Childs, City Manager; Ray Nelson, Liquor Manager; and Don <br /> Hickerson, Chief of Police. <br /> Steve Campbell of Short-Elliott-Hendrickson, Inc. , project engineers for the <br /> St. Anthony Boulevard Reconstruction Project indicated Bituminous Roadways is the <br /> low bidder for the project contract and he is recommending they be chose as well <br /> because of the good experience his firm has had with this contractor on other jobs. <br /> The engineer indicated he had talked to the contractors who had indicated they would <br /> be coordinating the St. Anthony equipment usage with a job they had in Columbia <br /> Heights. The contractor estimated it would take them two or three weeks to complete <br /> preparations for the St. Anthony project and from seven to eight weeks to complete <br /> the job. When the Mayor Pro Tem cautioned the engineer that the City could not <br /> stand to have another project which was delayed to the extent the County Road D <br /> project had been, Mr. Campbell said a "calendar date" rather than "working date" <br /> • completion would be required of these contractors with the project to be required <br /> to be substantially completed "before September 15, 1986 and completely finished <br /> by October 1 , 1986, when a $500 daily penalty would be imposed. " <br /> The project engineer indicated the preconstruction conference of contractors, <br /> engineer, and representatives of the City and utility companies who might be <br /> involved would be held the latter part of the next week and it was there that the <br /> City Manager and Public Works Director could emphasize the Council 's concerns about <br /> delays or aggravation of abutting property owners with lack of access to their <br /> properties similar to what residents on County Road D had experienced. Mr. Campbell <br /> indicated he perceived the contracts Short-Elliott-Hendrickson, Inc. wrote with their <br /> contractors demanded tighter project management than the County's. Mr. Childs <br /> pointed out that there would be no major grade changes connected with this project <br /> and he said he understood there were probably already lawsuits pending on the <br /> County project. The Manager also drew the Council 's attention to the fact that <br /> the contractor's bid had come in about $43,000 less than the engineer's estimate <br /> of $315,000. <br /> Councilmember Enrooth arrived at 7:40 P.M. and participated in most of the discussion <br /> which preceded the following action: <br /> Motion by Councilmember Marks and seconded by Councilmember Makowske to accept <br /> the bid of $271 ,552 from Bituminous Roads for the St. Anthony Boulevard Recon- <br /> struction Project under the terms proposed by the project engineer, <br /> • Motion carried unanimously. <br />
