Mr. Childs <br /> • reminded her that the request from the Apache Merchants Association had assured <br /> the City that the event was licensed, bonded, and insured. Mayor Sundland commented <br /> that he perceived all such complaints should be lodged with the sponsor merchants, <br /> many of whom he understood "were not too happy with the carnival either". Council- <br /> member Marks indicated he had been present when the St. Anthony police had to call <br /> for Mutual Aid assistance from New Brighton to deal with a fight which had broken <br /> out on the carnival grounds. <br /> The Manager had distributed copies of the letter he was sending to Ken Weltzin, <br /> Director of the Ramsey County Highway Department "strongly protesting" the delays <br /> on .the County-Road D reconstruction project and the unsafe conditions City residents <br /> have been exposed to during those delays. Councilmember Enrooth said he had <br /> relayed the same concerns to Ramsey County Commissioner Salverda who had promised <br /> to contact Mr. Weltzin about the matter- and to report back .to the Councilmember <br /> during the Commissioner's next- "coffee/breakfast" meeting, July 18th. <br /> Both Councilmember Ranallo and Mayor Sundland acknowledged how difficult it had <br /> been to convince residents that with the contract the county had written with the <br /> contractors, there was little or nothing the City officials could do to rush the <br /> project along. Councilmember Marks ' observations were that "there was .incredibly <br /> little work being done on the project; no provisions had been made for pedestrians <br /> who walk to Apache, and the potential for hazards from uncovered catch basins <br /> continues" . <br /> The Councilmember next reported a grant application had been submitted by the St. <br /> Anthony Chemical Abuse' Information Committee to the Emma B. Howe Foundation to make <br /> appropriate programs and materials available to the City 's schools and library, <br /> and the Councilmember indicated he and other Committee Board members were structur- <br /> ing a program to utilize those materials when they arrive. <br /> Mayor Sundland announced Councilmember Ranallo had been elected to the Board of <br /> Directors of the League of Minnesota Cities, which the. Mayor said, he considered to <br /> be an honor for the City to have one of its elected officials named to such a <br /> responsible job. <br /> Councilmember Ranallo accepted congratulations from the other Councilmembers and <br /> commented that he perceived it was very unusual for a state organization with only <br /> 14- or 15 members on its Board of Directors to have two of' those members from <br /> adjoining communities like St. Anthony and New Brighton. <br /> A "very complete" report from the City Prosecutors was ordered.filed as informational <br /> after Councilmember Ranallo had indicated he had assumed "the arresting officers <br /> named in the two dismissals at the end of that report had explained the omissions <br /> on the citations which had resulted in the dismissals of charges by the judge". <br /> The June liquor operations sales summary was ordered filed without comment. <br /> In relation to an item in' the July 3rd staff meeting notes, the Manager assured <br /> Councilmember Makowske that negotiations for the new lease for the City facilities <br /> in the Parkview building would exclude the space being vacated by the Developmental <br /> ,Learning Center in Septemb'0 . In reference to. the request for partial occupancy <br /> • of Chandler Place, Mr. Childs also told the Councilmember, as with any other new <br /> project, staff would be determining that space met 'all applicable State and City <br /> codes and statutes. The Manager indicated he anticipated preliminary plans for the <br /> Stonehouse addition would be ready before the next Council meeting , <br />
