-3- <br /> there were people sleeping on the grounds even though the Apache Merchants Associa- <br /> tion had assured the Council that would not happen, and the Mayor said, he had also <br /> learned that one of a number of people the police had to arrest had a long history <br /> of serious offenses, including suspicion of murder, etc. in other states. The <br /> Mayor indicated he had requested a comprehensive report of all- such incidents be <br /> made to the Council just as soon as the Police Chief returns from. hi.s v,acati.o,n ;al:ong <br /> with his department's recommendations for changes in City policy related to regula- <br /> ting future carnivals in St. Anthony. <br /> Mayor. Sundland reported receiving a letter from Lena Lindquist, the. wife of the <br /> Mayor of Salo, Finland, St. Anthony's Sister City, that she would be coming to the <br /> City for a visit July 27, 28, and 29 and he and his wife, Ardelle, had invited <br /> Mrs. Lindquist to stay with them. The Mayor said he thought it would be nice to <br /> have the City and School officials meet Mrs. Lindquist at a "traditionally American" <br /> potluck picnic with hot dogs, potato salad, corn on the cob; and apple pie. He <br /> would get in touch with the members of the School Board, the Mayor said, and would <br /> also issue an invitation to Dave Abrahamson, the elementary principal who had <br /> instituted so many contacts between St. Anthony and Salo students last year as <br /> well as the other school principals . <br /> Mr. Childs informed the Council that an English teacher from Salo had contacted him <br /> to let him know he and his group were coming down from Duluth the following day to <br /> visit the City and the Manager invited any Councilmembers who might be available <br /> to accompany the Finnish delegation on a tour of the community, <br /> The Mayor related a "touching moment" he had experienced with the Finnish student <br /> who had visited him when the boy had presented. him with a carved tree ornament <br /> • representing a swan which is. the symbol .of peace in Finland. Mayor Sundland said <br /> Juha Joutsela had indicated the swan was "a token of peace and love from him and <br /> the people of Finland to you and the residents of St. Anthony". With the prospects <br /> of many more visitors from St. Anthony's "Sister City" in mind, the suggestion was <br /> that it might be good for City officials to have some little. keepsake to give out <br /> to the visitors and that .i:t .might be also necessary to have a budget category set- <br /> up from which those costs could be paid, with perhaps, some help from the Sister <br /> Cities 'Association. <br /> Mayor Sundland said his young student guest had been "delighted" with the tee shirt <br /> and hat with the City's emb.lem on them he-had given him. Councilmember Ranallo <br /> commented that the American flags had been a "big hit'.' with the ,people he and his <br /> wife had given them to in Austria and suggested that, if as Councilmember Marks had <br /> suggested, . "a flag for St. Anthony incorporating the City's emblem on a field of <br /> blue was in order", th_at;iflag-might:-,oe developed through a contest for the best flag <br /> design to be held in the schools and the winning design selected by the Council . <br /> Councilmember Enrooth -asked Mr. Childs to see if the picnic could be held at the <br /> Salvation Army Camp and preparations were made for the event to be held at 6:30 <br /> P.M. , July 28th, <br /> Councilmember Makowske reported having attended a meeting of the Board of Directors_ <br /> of the Ramsey County League of Local Governments the previous day where there had <br /> been a great deal of discussion ab-out the amount and type of chemicals being sprayed <br /> on residential lawns and the possibility that some regulations of the industry <br /> • might be necessary. <br /> In relation to the carnival at Apache, Councilmember Makowske said she had gotten a <br /> call from a resident who questioned just how liable the City might be for allowing <br />
