-10- <br /> real issue which had to be addressed was the number of vehicles <br /> which are parked in front of some City residences to the detriment <br /> of their neighbors. Mr. Soth agreed that the Council would be <br /> facing some "tough issues" with these ordinance changes because <br /> they wouldn 't want "to create problems for residents who aren ' t <br /> causing difficulties for their neighbors" . Problems which resulted <br /> from young adult children remaining in the homes longer than <br /> in the past were briefly explored before the matter was laid <br /> over for further consideration after the Commission had provided <br /> their input. <br /> Mr. Childs gave an update on the actions taken in relation to <br /> the water contamination litigation capsulizing the points made <br /> in correspondence between himself and the Environmental Protection <br /> Agency which had been included in the agenda packet. In his <br /> July 15th letter to the EPA, the Manager had emphasized that <br /> the consultants the City had hired to review the Camp, Dresser, <br /> and McKee study had suggested an alternative for a long range <br /> water supply for St . Anthony, which had not been considered in <br /> the CDM study whereby Wells #3 and #4 could be carbon filtered <br /> and a deeper well near Wells #3 and #4 could be dug into the <br /> Mt . Simon/Hinkley aquifer as a backup when the other systems <br /> are down. As he had stated in his letter, RCM had estimated <br /> the cost of this alternative system would actually cost less <br /> in the long run than the system the Camp, Dresser and McKee- <br /> study had promoted. <br /> Councilmember :Marks.= complimented the Manager on his excellent <br /> • report in the "Newsletter" on the complicated issues which are <br /> involved. The Manager_ indicated he had also sent copies of <br /> the "Newsletter" , along with all other pertinent documentation <br /> of the Army 's "stonewalling on their responsibilities for the <br /> City ' s problems" to all the City ' s state and congressional representatives <br /> including Congressman Sabo, who serves on the Defense Appropriations <br /> Committee with whom he had met July 18th. During that meeting , <br /> Mr. Childs said he had reiterated the City' s position "it was <br /> ridiculous for two government agencies to be wasting money suing <br /> each other" . Congressman Sabo had promised to keep the City <br /> apprised of actions he took in regard to the matter , the Manager <br /> said. <br /> Mr. Childs then reported his attendance that day at a meeting <br /> of the Minnesota Pollution Control Agency where .the MPCA staff <br /> had requested the Board of Directors approve a fourth amended <br /> RFRA (Request For Remedial Action) from the U.S. Army, Honeywell , <br /> and Federal Cartridge (who have changed their name) related to <br /> their responsibilities for. the contamination of St. Anthony' s <br /> water supply which the Board turned down by a 5 to 4 vote. The <br /> Manager said he had perceived the four Board members who had <br /> voted for the amendment had been very frustrated with delaying <br /> action of the other five "so there could be further investigation <br /> of any other parties who might be responsible for the contamination" , <br /> because those four recognized that many extensive investigations <br /> • had already been made in that regard with no evidence that any <br /> other company could have leaked TCE ' s into the ground water <br /> around the arms plant. <br />
