-11- <br /> Mr. Childs told the Council members he had protested "any further <br /> delays at a time when the contamination levels are rising in <br /> the City wells and residents are drinking water the three parties <br /> had contaminated" . The Manager said he had told the Board they <br /> could expect a "packed house of St. Anthony residents at their next <br /> meeting on the issue" . Mr. Childs said he had also "facetiously" <br /> stated that he believed it was unfortunate that the residents <br /> of St. Anthony had not also been issued the same type of "yellow <br /> rubber suit" protection provided the workers cleaning up the <br /> contamination at the arms plant. He also said he had been amazed <br /> to hear testimony during the hearing that Honeywell had already <br /> removed 20 tons of TCE from the contaminated ground. The Council <br /> concurred that State Senator Dieterich and Representative Rose <br /> should be alerted to the roadblocks which had been placed in <br /> the path of a final solution of New Brighton 's and St. Anthony' s <br /> water contamination problems and the names of several residents <br /> who might best be able to articulate the City' s positions at <br /> the next MPCA meeting were suggested for staff to contact. <br /> Two proposals from engineering firms to do a preliminary engineering <br /> study relating to the possible reconstruction of St. Anthony <br /> Boulevard from the Burlington Northern bridge to Ridgeway Parkway <br /> on the City ' s eastern boundary had been included in the agenda <br /> packet along with the Manager ' s July 13th memorandum reporting <br /> staff ' s recommendation that the low bidder, Reike, Carroll , and <br /> Muller, be retained to do the study. Mr. Childs commented that <br /> RCM had also been the engineers who had provided the city with <br /> • such a "thorough, imaginative" study on the water contamination <br /> problem. He also said Mr. Hamer would be seeking a source of <br /> funding for the project which staff recognized had a high priority <br /> in the eyes of both the Council and City residents. When Councilmember <br /> Marks expressed some concern that "the street would become a <br /> ' speedway' once it is repaired" , the Manager said he perceived <br /> striping the roadway as had been done on Silver Lake Road, might <br /> help to prevent that happening. <br /> Motion by Councilmember Ranallo and seconded by Councilmember <br /> Marks to authorize Reike, Carroll , Muller Associates to prepare <br /> a preliminary engineering report related to the reconstruction <br /> of St . Anthony Boulevard from the railroad bridge to the south <br /> City limits with the understanding that the City would pay $4,000 <br /> for the study at this time and, if and when, the project is done <br /> with MSA funds , would be reimbursed for those costs. <br /> Motion carried unanimously. <br /> Copies of correspondence related to the transfer of cable stock <br /> had been provided in the agenda packet for informational purposes <br /> only, according to the Manager, who had also included in the <br /> packet a copy of the July 16th response from the Ramsey County <br /> construction engineer on the County Road D reconstruction project <br /> which had been sent as a follow-up to the July 14th meeting with <br /> the project contractor which the Manager had attended. Mr. Childs <br /> reported the project managers had indicated they intended to <br /> complete the reconstruction of the intersection closest to the <br /> Amoco station and then open up the traffic in the completed west <br /> lane running north and south on Silver Lake Road, turning next <br /> to the southeast corner of that intersection where the old house <br /> had been removed. The plans are to detour traffic past the Rapid <br /> Oil station almost to the new pizza store► where it would then <br />
