This would leave the Rapid Oil <br /> station corner to be constructed last , Mr. Childs reported, and <br /> he added somewhat skeptically, that Ramsey County was still insisting <br /> they would have the entire roadway open to traffic sometime in <br /> September when County regulations would require the last one <br /> inch of overlay had to be in place or delayed until spring . <br /> The Manager indicated the County expected the last portion of <br /> the project would go much faster because the most technical work, <br /> the installation of the utilities, was completed. Councilmember <br /> Makowske said her greatest concern was for the safety of pedestrians <br /> she had seen "virtually crawling over the rubbish on the bridge <br /> to reach Apache" . Councilmember Ranallo indicated he perceived <br /> one of the few bright spots in the hardships the City has had <br /> to bear with this project had been that the four way stop had <br /> seemed to prevent serious accidents on a corner which had been <br /> considered quite hazardous in the past. <br /> Councilmember Marks commented that this was a classic example <br /> of the conflict in goals for roadways which are to move traffic <br /> and to provide safety at the same time. Mr. Childs agreed, <br /> saying that was the reason he had worked so hard to get the County <br /> to stripe Silver Lake Road was to slow the traffic down. <br /> The Council had conducted a work session with the Liquor Manager <br /> and Wil Johnson of BWBR Architects related to the preliminary <br /> drawings for the Stonehouse renovation project and the following <br /> action was taken to implement the Council ' s intent to ultimately <br /> • proceed with the project: <br /> Motion by Councilmember Marks and seconded by Councilmember Enrooth <br /> to authorize BWBR Architects to proceed with the working drawings <br /> and specifications for the Stonehouse renovation project in accordance <br /> with Council direction during the July 22nd work session. <br /> Motion carried unanimously. <br /> Copies of the July 22nd memorandum from Public Works Director <br /> Hamer recommending the Council accept the low bid from Dickson <br /> Electric to complete the specified electrical corrections and <br /> new service for the new Apache liquor store had been distributed <br /> by the Manager . <br /> Motion by Councilmember Ranallo and seconded by Councilmember <br /> Makowske to accept the low bid of $12, 765 from Dickson Electric <br /> to provide the necessary electrical system changes for the SAV <br /> liquor store in the former LaBelle store location in Apache at <br /> a cost not to exceed the figure which had been bid. <br /> Motion carried unanimously. <br /> The Manager had included in the agenda packet a copy of the advertisement <br /> for bids for a canopy and door for the same project which he <br /> indicated should have been published in the Bulletin that day, <br /> -.but because it had been misdirected by the -Post Office to the- <br /> St. <br /> heSt. Anthony near St. Cloud, reached the paper too late for publication <br /> this week and would have to be carried instead in the July 29th <br /> publication. <br />
