Mrs. Wagner indicated <br /> she was the event chairperson and told those present the dedication <br /> • ceremony would be conducted in the .park -at 7:00 P.M., "rain or <br /> shine" and the reception which would follow would be held in the <br /> Silver Point Park warming house in the event .it rained. <br /> Mrs. Wagner said the event would also mark the Gardenette 's twenty-fifth <br /> anniversary and special honor would be paid to ,the Gardenette ' s- <br /> ,/member Jennie Amundsen, for . all the effort and .-time she had <br /> spent on the fountain project. Invitations were being sent to - <br /> all contributors, City and School officials , as well as friends <br /> and neighbors, the Garden Club spokesperson said, and the event <br /> would be publicized on the Kiwanis community events sign across <br /> the Boulevard from the park as well as in a news story written <br /> by Larry Jones, the Bulletin news writer and photographer who . <br /> .was taking pictures of Mrs. Wagner as she spoke. <br /> The event chairperson told the Councilmembers the Gardenettes <br /> had purchased 100 pieces of shrubbery with which they would need <br /> some help from. the Public Works Department to transport and plant <br /> sometime that week. Mr. Childs said he' knew Mr. Hamer was well <br /> aware of the time frame involved and was planning to provide <br /> the assistance the Gardenettes had requested. <br /> The Mayor congratulated the Garden Club members on their City <br /> beautification project and indicated he was happy to see Mrs. <br /> Amundsen's efforts recognized in the manner they proposed. He <br /> also said he appreciated hearing about the other projects the <br /> Gardenettes planned for this area as funding becomes available. <br /> State Representative John Rose indicated he had come to the meeting <br /> that evening because he perceived the Council would be interested <br /> to learn that he had been appointed to serve on the committee <br /> appointed by the Governor to study the Moundsview pipeline since <br /> it had now been determined that Amoco also has a pipeline running <br /> under the City. The legislator promised to report back periodically <br /> on the issues involved: The Manager told him the City had just <br /> notified its residents about the existence of the pipeline in <br /> the "Newsletter" which accompanied the water bills informing <br /> them that the pipeline under St . Anthony is seamless and of a <br /> low, rather than high, pressure-type, unlike the gas lines which <br /> burst in Moundsview. <br /> Representative Rose suggested any calls the City might get concerning <br /> the pipelines be referred to him so he could dispel any false <br /> rumors about their safety which might be circulating. He also <br /> told Councilmember Marks he would not anticipate- specific state <br /> legislation to control the pipelines would result from the study <br /> because the existing statutes are very clear,. that the federal <br /> government has jurisdiction. However, the state legislator said <br /> his purpose in coming that evening had been to assure the Council <br /> that the local communities who would be the first responders <br /> in any emergency, would be kept fully apprised of the procedures <br /> to be followed. <br /> In the absence of ,the Planning Commission repreesentative, Mr. <br /> Childs reported the recommendations of the Planning Commission <br />
