-3- <br /> purchase of New Road Grader Authorized <br /> • Mr. Childs reported that, although several vendors had indicated an interest <br /> in the road equipment the City is trading in on a new grader, only Carlson's <br /> Lake State Equipment had returned with a bid November 7th. The Manager also <br /> said staff was seeking authorization to issue $120,000 in Certificates of Indebtedness <br /> to cover the costs of the grader. Also included in that issue would be the <br /> costs of two squad cars purchased in 1986 and 1987. <br /> Motion by Ranallo, seconded by Makowske to accept the bid of $89,500.00 from <br /> Carlson's Lake State Co. for a new road grader with wing plow to be delivered <br /> to the Public Works Department within 90 days from date of order. <br /> Motion carried unanimously. <br /> Motion by Marks, seconded by Makowske to authorize investigating the placement <br /> of $120,000 in Certificates of Indebtedness with Miller and Schroeder to cover <br /> the above costs. Rates are expected to be about 5'A. <br /> Motion carried unanimously. <br /> REPORTS <br /> COUNCIL REPORTS <br /> Congressman Sabo to Expedite Superfunds for Filtration System <br /> Mayor Sundland reported the Congressman's office had agreed to "nudge the bureaucracy <br /> along" to expedite the funding of a carbon filtration system for St. Anthony <br /> • before next summer. If the EPA can get the system installed by that time, <br /> there would be no need to connect 20% of the City to Roseville water, he said. <br /> Youth Service Bureau Celebrated 10 Year Milestone October 30th <br /> Councilmember Marks reported some of the observations about parent/child relations <br /> j the keynote speaker had made during this symposium. He said three-fourths <br /> of the contact between the two was categorized as "negative". The Councilmember <br /> represents the City on the Northwest Suburban YSB Board of Directors. <br /> League of Minnesota Cities Policy Adoption Meeting November 20th <br /> Counciimember Ranallo urged attendance at this meeting to defend the rights <br /> of suburbs when it came to the inevitable rewriting of the Minnesota property <br /> tax laws during the next legislative sessions. The Councilmember said there <br /> would be strong competition for preferential treatment from the larger metropolitan <br /> cities and the Coalition of Outstate Cities. <br /> RCLLG Board Plans November and December Meetings <br /> Councilmember Makowske reportea attending the November 7th RCLLG Board meeting <br /> where the meeting themes were developed. She said the November 19th meeting <br /> would consider watershed districts, including the new Middle Mississippi Watershed <br /> District. Senator David Durenberger has been invited to address the group <br /> at their December meeting. <br />
