-4- <br /> DEPARTMENT AND COMMITTEE REPORTS <br /> • Following brief discussions of the following, the Council ordered them filed <br /> as informational : <br /> October Fire Department <br /> September Finance Department <br /> October Liquor Operations Sales Summary <br /> Police Chief Recommends KSTP Reporter Be Commended <br /> Motion by Marks, seconded by Ranallo to follow Police Chief Hickerson's recommendation <br /> to award a Certificate of Appreciation to Tom Garrison, investigative reporter <br /> for KSTP Television. The award would commend Mr. Garrison for his very thorough <br /> investigation into complaints surrounding Vern's Meat Company in St. Anthony. <br /> He would also be thanked for the assistance he gave the Police Department towards <br /> bringing this case to a successful conclusion. <br /> Motion carried unanimously. <br /> Commissioner Jones Not Seeking Reappointment to Commission <br /> His term of office would be expiring January 1 , 1987, and the Commissioner <br /> said he would not be requesting reappointment. However, over the many years <br /> he had served on that body, Commissioner Jones said he: <br /> *had learned a lot; <br /> • *made good friends; <br /> *enjoyed the time he had served; <br /> *hoped during his time on the Commission he-."had made the Village just a <br /> little better community in which to live"; <br /> *had reached his own major objective - the redevelopment of the depressed <br /> Kenzie Terrace area into the fine project the Arkell Development is now <br /> proposing. <br /> Mayor Sundland, speaking on behalf of the City and Council , thanked Commissioner <br /> Jones for his service to the community. The Mayor said he believed that, over <br /> those years, the Council and Commission had learned to work together to attain <br /> the "better community" Commissioner Jones had spoken of. And, the Mayor added, <br /> "You have done a lot to provide stability on the Planning Commission and your <br /> voice on that body will be missed." <br /> Commissioner Reports Phases IIB and III Returned to Senior Rental <br /> Commissioner Jones reiterated the report in the minutes of the November 3rd <br /> Commission hearing about the large attendance at the hearing. He said the <br /> majority of the St. Anthony and Minneapolis neighbors were present to express <br /> their concerns about the redeveloper's proposal to change the project use from <br /> the senior rental approved by the City, December, 1985, to market rate apartments <br /> with general occupancy. The Commission's task had become much easier, the <br /> Commissioner said, when "early in the process, John Arkell , sensing the atmosphere <br /> of opposition to his proposal , had returned to senior rental ." <br /> • The Commission representative said the Commission recommended acceptance of <br /> Arkell 's request to provide 300 parking spaces for 300 units.
