-4- DEPARTMENT AND COMMITTEE REPORTS • Following brief discussions of the following, the Council ordered them filed as informational : October Fire Department September Finance Department October Liquor Operations Sales Summary Police Chief Recommends KSTP Reporter Be Commended Motion by Marks, seconded by Ranallo to follow Police Chief Hickerson's recommendation to award a Certificate of Appreciation to Tom Garrison, investigative reporter for KSTP Television. The award would commend Mr. Garrison for his very thorough investigation into complaints surrounding Vern's Meat Company in St. Anthony. He would also be thanked for the assistance he gave the Police Department towards bringing this case to a successful conclusion. Motion carried unanimously. Commissioner Jones Not Seeking Reappointment to Commission His term of office would be expiring January 1 , 1987, and the Commissioner said he would not be requesting reappointment. However, over the many years he had served on that body, Commissioner Jones said he: *had learned a lot; • *made good friends; *enjoyed the time he had served; *hoped during his time on the Commission he-."had made the Village just a little better community in which to live"; *had reached his own major objective - the redevelopment of the depressed Kenzie Terrace area into the fine project the Arkell Development is now proposing. Mayor Sundland, speaking on behalf of the City and Council , thanked Commissioner Jones for his service to the community. The Mayor said he believed that, over those years, the Council and Commission had learned to work together to attain the "better community" Commissioner Jones had spoken of. And, the Mayor added, "You have done a lot to provide stability on the Planning Commission and your voice on that body will be missed." Commissioner Reports Phases IIB and III Returned to Senior Rental Commissioner Jones reiterated the report in the minutes of the November 3rd Commission hearing about the large attendance at the hearing. He said the majority of the St. Anthony and Minneapolis neighbors were present to express their concerns about the redeveloper's proposal to change the project use from the senior rental approved by the City, December, 1985, to market rate apartments with general occupancy. The Commission's task had become much easier, the Commissioner said, when "early in the process, John Arkell , sensing the atmosphere of opposition to his proposal , had returned to senior rental ." • The Commission representative said the Commission recommended acceptance of Arkell 's request to provide 300 parking spaces for 300 units.
