-8- <br /> The "most optimistic" scenario the City Manager could expect, if there are <br /> no "glitches" in getting the funds from the federal government, would be to <br /> have the engineering started in January; construction drawings completed in <br /> March; and to have St. Anthony on the system in the summer, thereby possibly <br /> (on a very outside chance) avoiding having to put 20% of the community back <br /> on Roseville water. Mayor Sundland said he perceived it would be "easier to <br /> explain opening Well #3 and serving contaminated water than to tell those people <br /> they have to drink Roseville water another summer." <br /> Mr. Childs told Councilmember Ranallo that, although the City would still have <br /> to recover some testing, engineering, legal , water purchase costs, and 10% <br /> of the 0 & M costs for the next 30 to 50 years, he perceived the slow approach <br /> to litigation against the U.S. Army had been prudent. This way, with the EPA <br /> recovering the major costs from the Army, the suit would entail much less <br /> than the multiples of million dollars the City was looking at only 90 days <br /> ago. <br /> November Proclaimed Epilepsy Month in St. Anthony Village <br /> Motion by Ranallo, seconded by Marks to authorize the proclamation which Douglas <br /> Hill of Columbia Heights had requested. <br /> Motion carried unanimously. <br /> Assessment Roll and Notice of December 9th Hearing on St. Anthony Boulevard <br /> Project Approved <br /> Copies of the above had been provided in the agenda packet for Council review <br /> to assure that all the homeowners' questions had been satisfactorily addressed <br /> before the December 9th hearing. Mr. Childs indicated there were only two <br /> modest deviations from what residents had been told at the initial hearing <br /> on the project. The Councilmembers proposed no further changes in the documents. <br /> UNFINISHED BUSINESS <br /> Amended Personnel Policy Adopted <br /> Motion by Ranallo, seconded by Enrooth to accept the changes the city Attorney <br /> had made before the third reading of the document and adopt the Ordinance which <br /> amends the City Personnel Policy. <br /> ORDINANCE 1986-007 <br /> AN ORDINANCE AMENDING SECTION 135 - PERSONNEL POLICY <br /> OF THE 1973 CODE OF ORDINANCES <br /> Motion carried unanimously. <br /> ADJOURNMENT <br /> Motion by Enrooth, seconded by Makowske to adjourn the meeting at 9:57 P.M. <br /> Motion carried unanimously. <br /> • R spectfully submitted, <br /> elen C e, S cretary <br /> ATTEST: 4Mayor <br /> City Clerk <br />
