-7-
It was agreed that the Council could always schedule a special work session
if, after viewing the Conservatory, any of them still had doubts about the
• project. Mr. Childs said only a 24 .hour notice was required for such a meeting.
Mr. Tushie foresaw no major problem with delaying a decision for two weeks.
And, the architect said he was convinced that once the Council had seen the
Minnetonka building, they would be much more comfortable with what was being
proposed for St. Anthony.
Prior to the vote on a motion to table, Councilmember Ranallo said the architect
and project manager toilet John Arkell know how much the Coiuncil appreciated
his returning the project to senior rentals. The Coiuncilmember also said he
wanted the developer to know the City is very pleased with the way the Kenzington
turned out. He added that the Council had received many favorable comments
about that building from the residents.
Motion to Table
Motion by Marks, seconded by Makowske to table Development Concept approval
for Phases IIB and III , Kenzie Terrace Redevelopment Project.
Motion carried unanimously.
CITY MANAGER'S REPORTS
November 4th Staff Meeting Notes
Mr. Childs answered several questions related to the above. He told the Council
• there were replacements for the two reserves who had left the Fire Department.
A retirement party for Officer Puffer is being planned.
MPCA to Recommend EPA Install a Carbon Filtration System on City Wells
A draft of the MPCA staff recommendation concerning the above had been included
in the Council ' s agenda packet. Mr. Childs said the document had been revised
at least twice since they had gotten their agendas. However, ,the action had
been recommended by the MPCA staff. Events as he expected them to follow would
be:
*that the EPA would approve a one million dollar plus carbon filtration
system on St. Anthony wells #3 and #4 and #5 and subsequent payment of
90% of the Operation and Maintenance costs for the next ten years;
*that the MPCA Board would meet on December 16th, hopefully to authorize
10% match for capital costs only;
*because the state would not be paying any 0 & M costs, St. Anthony could
expect to pick up the estimated $16,000 a year of those costs instead.
Mr. Childs said the City would probably be the first City to get ten years of
0 & M costs paid. The justifications for that would include the fact that
by pumping its own water, the City could be perceived to be performing "a remedial
action for the groundwater." There would also be recognition that the City
is experiencing increasing levels of contaminants in its wells. The Manager
added that when this .process is complete, the City would probably have the
• most,-..self-cuff is:c•i entl-,water- -system _i-n the state because it would no longer have
to be concerned about its aquifer becoming contaminated as some of St. Anthony's
neighbors may still have to do.
