-4- Legislative Policies Adopted by Minnesota League of Cities Councilmember Ranallo reported some of the issues which the LMC had voted to support in the next legislative session during their November 20th meeting. Included was the League's intent to oppose the sale of wine in grocery stores and the agreement which had been worked out with the various "splinter" groups of cities to speak with one voice when it came to the League's position related to property tax reform. As an aside, the LMC Board member said he had learned there were about 82 cities who owned nursing homes and hospitals whose revenues from those enter- prises had been lessened to a greater extent than those who depend on liquor store returns. Councilmember Marks Reports on His Participation in Planning Institute Activities He had served as both registrar and moderator of the Government Training Service Planning Institute held in the Brainerd area, the Councilmember reported. Councilmember Marks indicated he would also be closely associated with the seminars to be conducted by the Service in Rochester and St. Paul the next two months. DEPARTMENT AND COMMITTEE REPORTS City Prosecutor Reports on Court Matters October 15th and November 5th Councilmember Enrooth said he was pleased to see several instances in the above where judges had stayed only a portion of the sentences and fines they had imposed. He also noted that in some cases the same judges had actually collected court costs as well . A short discussion of what is perceived to be a "crisis in litigation" preceded the Council 's direction that the Hance reports be filed as informational . • Council Considers Fire Chief Entner's Proposals for Emergency Preparedness Copies of the updated Emergency Preparedness Plan had been submitted for any changes or corrections the Council or Mayor might suggest. Mr. Childs indicated there could be a disaster preparedness exercise where the Plan would be tested. The following comments were made: Sundland indicated his conversations with the Fire Chief had convinced him that staff had drawn on their own experiences with the 1984 tornado in setting up response programs for schools and churches, and he told Councilmember Makowske he was certain the omission of the Salvation Army Camp from the shelter sources listing had only been an oversight. Marks - wanted alternatives designated for both key responders and sites for assembling; suggested there should be more than one way of getting in touch with those key persons; questioned what the responsibilities of Councilmembers other than the Mayor and Mayor Pro Tem might be; thought alternative assembling points for them might also be helpful ; and noted that the Ramsey County emergency preparedness people had been omitted from the key persons listing. • Ranallo - said he would expect the person who got in touch with the Councilmembers would tell them where to assemble and what their responsibilities were. The general reaction was that outside of a few minor changes, the Plan had been very well prepared.
