2- <br /> funds, that percentage would be reduced to 453, with 303 from fees and <br /> third party insurance reimbursement for services and between 203 and 253 <br /> from private sector fund raising. However, Mr. Wilmes said, he perceived <br /> to preclude tax based support would be disastrous because it would <br /> cripple the other fund raising efforts. <br /> The Bureau Director said the need for more family oriented programs had <br /> grown to the point where those programs could never be supported under <br /> the old method of funding. He said' the additional funds are needed to <br /> support the Bureau' s mental health program' s access to psychiatric <br /> services as well as to increase the Bureau's involvement in youth <br /> diversion, restitution and employment services. <br /> Mr. Wilmes distributed copies of the agency' s new brochures and its <br /> newsletter as well as the 1985 activity list which he had mistakenly <br /> brought instead of the 1986 listing. Councilmember Marks, who chairs <br /> the Bureau Executive Board, gave each Councilmember a copy of the <br /> Bureau' s promotional card containing referral numbers and resource lists <br /> of agencies where 24 hour crisis service is available. <br /> The Bureau services to St. Anthony continue to be conduited through the <br /> schools. Mr. Wilmes said the agency continues to work intensely not <br /> only with .the public schools, .but St. Charles as well. <br /> • St. Anthony referrals from shoplifting, restitution, and employment have <br /> been . very positive according to the Bureau Director. . He and <br /> Councilmember Marks discussed the importance of having first time <br /> offenders referred to the Bureau by the courts indicating they believed <br /> such referrals had probably cut down the instances of recidividism from <br /> 503 to 103 thereby saving many kids and their families from entering the <br /> criminal justice system. This also saved a good deal of public money, <br /> Mr. Wilmes added. He told Councilmember Ranallo the North Suburban <br /> Youth Service Bureau is one of seven such organizations in the . <br /> metropolitan area and of 24 statewide which are part of Youth <br /> Intervention Programming (YIPI ) . He said he considered it "criminal" <br /> that the state contribution to the program is almost the same as St. <br /> Anthony' s. <br /> The Mayor congratulated the Director for moving the fund raising into <br /> the private sector, who he perceived in spite of taxpayers' <br /> misconceptions, continues to be willing to give to these types of needs. <br /> Councilmember Marks thanked Mr. Wilmes for his report and indicated the a <br /> Executive Board would be meeting the next morning to officially appoint <br /> his successor. <br /> Mr. Wilmes told the Council he had been involved in a number of non- <br /> profit organizations but found his Bureau association to be one of the <br /> most satisfying. <br />
