The City Manager advised that he <br /> 6 perceived either firm would certainly be able to meet the State' s <br /> 7 requirements for the study and, although Arthur Young proposed to spend <br /> 8 more time on an actual pay plan, he nevertheless recommended the lower <br /> 9 bid be accepted. <br /> 10 Council Action <br /> 11 Motion by Ranallo, seconded by Marks to accept the proposal from <br /> 12 Personnel Decisions, Inc. to assist the City in implementing the pay <br /> 13 equity study required by State Statutes at a cost not to exceed $2 ,000 . <br /> 14 Motion carried unanimously. <br /> 15 AGENDA ADDENDUM <br /> 16 RCM Associates Selected to Provide Engineering Services on Pedestrian <br /> 17 Crossing Signals for Kenzie Terrace <br /> 18 Proposals for the above from Rieke Carroll Muller Associates, Inc. and <br /> 19 Short-Elliott-Hendrickson, Inc. had been distributed before the meeting. <br /> •20 Mr. Childs observed that RCM' s proposal to design, construct, and <br /> 21 provide periodic site observation for a little over $5 , 000 was <br /> 22 substantially lower than SEH' s proposal to design and construct the <br /> 23 signals for $5 ,000 and to provide administration and construction <br /> 24 observation for $3 ,000 . He therefore recommended the lower bid be <br /> 25 accepted, indicating he perceived the installation of crossing signals <br /> 26 would probably not require the supervision envisioned by SEH. <br /> 27 Council Action <br /> 28 Motion by Marks, seconded by Ranallo to accept the lower bid from Rieke <br /> 29 Carroll Muller Associates, Inc. to provide the necessary engineering <br /> 30 services on the pedestrian crossing signals at Kenzie Terrace as per <br /> 31 their July 13 , 1987 proposal for $5 , 000 with the costs to be paid from <br /> 32 Community Development Block Grant funds allocated for that purpose. <br /> 33 Motion carried unanimously. <br /> 34 UNFINISHED BUSINESS <br /> 35 Animal Impounding Ordinance Adopted <br /> 36 The above had been prepared in final form by the City Attorney to <br /> 37 include modifications in wording accepted by the Council during the <br /> 38 second reading, June 23 , 1987 . <br /> Is 39 Council Action <br /> 40 Motion by Ranallo, seconded by Enrooth to adopt Ordinance 19877003 . <br />
