1 reported Commissioners Wingard and Madden had no <br /> 2 problem with allowing additional living quarters <br /> 3 where apparently there have been no problems with <br /> 4 more than one person living in the past. <br /> 5 Proponent: Jerry Cowan, 3316 Croft Drive <br /> 6 <br /> 7 confirmed that there is a full time caretaker liv- <br /> 8 ing in the unit already approved by the Ordinance; <br /> 9 said the owners perceived a need to have separate <br /> 10 housing for the part time caretaker who would be <br /> 11 spelling that caretaker during vacations, weekends, <br /> 12 and at various periods during the day when someone <br /> 13 else is needed to oversee the facility operation <br /> 14 and provide security for the building; <br /> 15 reiterated that the space Village Properties wants to <br /> 16 convert to the second caretaker unit had been used by <br /> 17 the previous owner for living quarters when he was <br /> 18 back from Arizona; <br /> 19 indicated his firm perceived they could have a col- <br /> 0 lege student live in the same space and thus avoid <br /> 1 using the caretakers quarters when he works the off- <br /> 22 hours the regular caretaker cannot be there; <br /> 23 pointed out that this was probably the only studio <br /> 24 apartment in St. Anthony and the fact that the space <br /> 25 had been used for that purpose for seven years with- <br /> 26 out causing problems for the community probably meant <br /> 27 there would be no problems in the future. <br /> 28 New Information Leads to Council Approval <br /> 29 Councilmember Makowske said she was having trouble justifying the <br /> 30 extra unit until she had read the minutes of the Commission and <br /> 31 Council meetings seven years ago and found the Council had actually <br /> 32 directed the City Attorney to draw up an ordinance which would <br /> 33 "authorize the construction of the mini-warehouse facility with <br /> 34 residences. " <br /> 35 Councilmembers and staff indicated that in light of this new <br /> 36 information they perceive the following to be true: <br /> 37 Makowske: thought as long as the applicants have assured that the <br /> 38 second unit would be used to only a part time caretaker and <br /> 39 not rented out 'to the general public, the Council should go <br /> 4 0 ahead and authorize the Ordinance amendment; <br /> 41 <br /> 3 <br />
