• 1 persons desiring to rent in any Ramsey County housing in St. Anthony <br /> 2 and it is the City' s responsibility to inspect those units before such <br /> 3 persons move in. He reported the City is reimbursed $22 for each <br /> 4 unit Public Works Director Hamer inspects. <br /> 5 Council Action <br /> 6 Motion by Marks, seconded by Enrooth to continue the City' s participa- <br /> 7 tion in the Section 8 program and to direct the execution of the <br /> 8 Section 8 Inspection Service Contract in the Council' s November 10th <br /> 9 agenda packet. <br /> 10 Motion carried unanimously. <br /> 11 New Bidding Date Set for Kenzie Terrace Signalization Project <br /> 12 Based on a closer look at the Rieke Carroll Muller specifications and <br /> 13 further discussions with the Planning Commission and Councilmembers <br /> 14 since the last Council meeting, Mr. Childs indicated staff was <br /> 15 requesting the bid date on the five phased signal be moved from <br /> 16 December 1st to December 15th. He said he perceived the initial <br /> 17 communication with the engineers had been incomplete resulting in <br /> 18 their basing their $5 ,000 fee estimate on a $40, 000 project without <br /> 19 the auto activated phase the Commissioners considered necessary. <br /> 20 Rectifying this oversight brought the RCM bid up to $8 ,000 , which was <br /> •21 the same as the other engineering firm who had bid on the project had <br /> 22 originally proposed. The City Manager told Councilmember Enrooth he <br /> 23 was certain the mistake had been unintentional on RCM' s part and <br /> 24 indicated he perceived the reason staff hadn' t caught the error at <br /> 25 first had been because the two engineering firms have submitted <br /> 26 proposals on previous projects with varying estimates in the past and <br /> 27 the assumption was that the City "was just getting a good deal" on <br /> 28 this project. <br /> 29 Council Action <br /> 30 Motion by Marks , seconded by Ranallo to accept the modified bid from <br /> 31 Rieke Carrol Muller Associates , Inc. to provide engineering services <br /> 32 on the Kenzie Terrace Signalization Project for $8 ,000 and to res- <br /> 33 chedule the opening of the bids on the project for 2:00 P.M. , <br /> 34 December 15 , 1987 . <br /> 35 Motion carried unanimously. <br /> 36 Manager Reports Executive Session with Attorney Representing the City <br /> 37 in the Twin City Army Ammunition Plant Litigation <br /> 38 Mr. Childs noted for the record that the Mayor and Councilmembers had <br /> 39 received a status and progress report on the City' s litigation against <br /> 40 the U.S. Army et al in conjunction with St. Anthony' s water contamina- <br /> • 41 tion problems during the above closed meeting with Dave McDonald of <br /> 9 <br />
