• 1 Briggs and Morgan law firm, which preceded the Council meeting that <br /> 2 evening. <br /> 3 NEW BUSINESS <br /> 4 New Reporter Welcomed by Mayor <br /> 5 Mayor Sundland noted the presence of Todd Melby, the new Northeaster <br /> 6 reporter who most of the Councilmembers introduced themselves to <br /> 7 before the meeting started. <br /> 8 Phone Survey to be Taken of Community <br /> 9 The Council had requested the City Manager to do further research <br /> 10 related to a community survey and Mr. Childs had provided that <br /> 11 information in his November 6th memorandum. He reiterated that the <br /> 12 experts he had consulted had found phone surveys to be more valid than <br /> 13 mailed out or delivered surveys because they provided a more complete <br /> 14 cross section of respondents being covered in terms of age, sex, <br /> 15 income status, location in the community, etc. and that more open <br /> 16 ended questions and follow up to responses could be expected from <br /> 17 phone surveys. <br /> 18 Mr. Childs recommended the Council take the lowest bid of $4,800 from <br /> 19 Decision Resources, suggesting the costs could be split between sewer, <br /> W0 water, H.R.A. , cable TV, and the General Fund, perceiving each area <br /> 21 would be covered by Decision Resources questions. <br /> 22 The Manager stated the following about the survey: <br /> 23 *could be taken any time after the first of December and well <br /> 24 before the Council ' s next strategic planning session in Febru- <br /> 25 ary; <br /> 26 *better to be done by professionals since staff would not have <br /> 27 the background in statistical research, methods or analysis to <br /> 28 guarantee a valid survey; <br /> 29 *it had been ten years since such a survey had been taken and the <br /> 30 Council needed more current information related to the existing <br /> 31 services such as whether they were still needed, how they were <br /> 32 viewed by the residents, and whether new services might be nec- <br /> 33 essary now that the population is aging; <br /> 34 *with 400 calls , Decision Research had indicated they would also <br /> 35 be able to provide subinformation related to neighborhoods. <br /> 36 Councilmember Enrooth said he: <br /> 37 <br /> 38 *considered the other two bids of $6, 390 and $8 , 468 weren' t even <br /> •39 comparable to the type of survey Decision Resources offered with <br /> 10 <br />
