1 When Ms. Thorson mentioned the street dance the committee hopes to hold •2 from 8 to 12 P.M. the Saturday night of the event, Councilmember Marks 3 advised her that the northeast corner of the Community Center parking 4 lot would be torn up most of the summer to install the pipes for the 5 permanent water filtration system. 6 The next meeting of the VillageFest Committee will be held March 6th 7 and Councilmember Ranallo, Mr. Childs, and Ms. VanderHeyden indicated 8 they intended to be in attendance to discuss some of the issues which 9 had been raised that evening. The City Manager indicated he hoped to 10 bring the first draft of a proposed proclamation recognizing the 11 VillageFest Committee as an official governing body of the VillageFest 12 weekend with him to that meeting. 13 Mayor of Falcon Heights to Replace Councilmember Marks as Chair of Board 14 of Directors of North Suburban Youth Service Bureau 15 Councilmember Marks reported the above had happened as he had hoped at 16 the last meeting of the YSB Board. However, he said he would continue 17 to serve on the Board and would chair its Personnel Committee. The 18 Councilmember then discussed all the areas into which the Bureau's 19 service had grown since he had become involved, including conferences 20 on teen suicide, the occult, drug and family problems as well as 21 establishment of mental health clinics for area youth. 22Mayor Reports Fund Raising Efforts to Pay for St Anthony Civic 03 Orchestra Visit to City's Sister City, Salo, Finland 24 Mayor Sundland indicated he was deeply involved in the raising of at 25 least $45,000 for the project to start with and indicated he was going 26 to arrange a meeting with the Finnish Consulate while he and _27 Councilmembers Marks and Ranallo are in Washington, D.C. for the March 28 National League of Cities Conference. 29 NLS' Conference Necessitates Change of Council Meeting from March 14th 30 to March 7th 31 Reference to the above was made during the discussion of the Conference 32 during which time Councilmember Marks reported his appointment to the 33 Human Development Policy Committee. 34 DEPARTMENTS AND COMMITTEES REPORTS 35 The February 16th report from the Hance & LeVahn law firm reporting 36 cases the City prosecutors had handled in Hennepin County District Court 37 up to February 15, 1989, was ordered filed after Councilmember Makowske 38 had commented that she hadn't liked seeing the report under the Pre- 39 trials before Judge Minenko that several DWI charges had been reduced 40 to careless driving. Mayor Sundland indicated it probably didn't make 41 that much difference since the court seems to be to suspend most of the 42 DWI sentences anyway. • 8
