I Copies of the February 27th letter from the Ramsey County Community <br /> Human Services Department asking whether the Council had such an <br /> interest had been provided in the Council agenda packet. Councilmember <br /> 4 Marks indicated he certainly thought the Councilmembers should have an <br /> 5 opportunity to learn more about the proposed changes in the community <br /> 6 placement of group homes and to be able to provide City input to the <br /> 7 legislation. Councilmember Makowske who had reported previously on the <br /> 8 issue, commented that in its role of St. Anthony Human Rights <br /> 9 Commission, the Council seemed to be the logical body to receive the <br /> 10 presentation. <br /> 11 No VanderHeyden Again Praised for "Rxcellent" Refuse Licensing <br /> 12 Ordinance <br /> 13 The City Manager agreed with the above statement by Councilinember <br /> 14 Makowske indicating he expected the final document might be used as a <br /> 15 model for similar ordinances in other municipalities. <br /> 16 Various aspects of the March 3rd preliminary draft of the ordinance were <br /> 17 discussed with Councilmember Enrooth, who had served as the Council's <br /> 18 liaison on the Recycling Task Force, whose criteria had been established <br /> 19 in the ordinance. <br /> 20 The Councilmember explained that Subdivision 2 of Section A on Page 2 <br /> 21 would license the collection of aluminum in the City, which, because of <br /> 22 its lucrative resale value, had even led some persons to tear the <br /> aluminum right off the sides of buildings to sell. <br /> 24 Ordinance to Address Yard Waste Hauling by Truck Farmers <br /> 25 Ms. VanderHeyden pointed out that the truck farmer who has been <br /> 26 collecting grass clippings from several residents including <br /> 27 Councilmembers could continue to do that without a license from the City <br /> 28 as long as they had an "account relationship" with the property owners <br /> 29 and complied with the ordinance requirements for hauling contained in <br /> 30 Subdivision 4. Mr. Childs suggested the City might want to issue a <br /> 31 license to such persons which would require them to keep the City <br /> 32 apprised of the weight of the clippings they hauled away and assure that <br /> 33 there would be no leakage from the vehicles used to do the hauling, <br /> 34 which was pretty well covered in the ordinance. There would also be an <br /> 35 attempt to coordinate these pickups with the recylcable collections on <br /> 36 Tuesdays and Wednesdays. It was also recognized that in 1990 state law <br /> 37 would prevent yard waste from being disposed of in landfills. <br /> 38 Mr. Childs said he would give the ordinance to the City Attorney for <br /> 39 review as soon as possible. He commented that he expected only refuse <br /> 40 haulers to have questions after the document is published and then only <br /> 41 because the ordinance calls for some changes in what they are doing now. <br /> 42 The City Manager continued that he didn't believe there was anything in <br /> 43 the proposed ordinance which would prevent any of them from "doing <br /> • 9 <br />
