8 <br /> • <br /> where budget was being exceeded. <br /> Acting City Manager <br /> Temporary Signage Request from VillageFest Committee <br /> Acting City Manager VanderHeyden reported that the <br /> VillageFest Committee is requesting approval of the City <br /> Council to place a run..ber of temporary signs to advertise the <br /> VillageFest celebration. She researched the Sign Ordinance <br /> and found that no permit is required for signs whi.ch do not <br /> have a surface area in excess of 32 square feet and which are <br /> erected or displayed for period of time not to exceed 30 days <br /> in any year. The VillageFest signs except for the banner <br /> across Silver Lake Road meet those specifications . <br /> Mayor Sundland asked how the Silver Lake Road banner would be <br /> anchored. Acting City ?tanager VanderHeyden responded that <br /> Public Works Director Larry Hamer planned to anchor the sign <br /> to two posts on city property at the intersection of Silver <br /> Lake Road and County Road E in such a manner as not to <br /> obstruct traffic. Council Member Makowske requested that the <br /> signs not be allowed to deteriorate. <br /> Council Action <br /> Motion by Enrooth, seconded by Makowske, to approve erection <br /> of a Villagefest banner across Silver Lake Road at the <br /> intersection of Silver Lake Road and County Road E for a <br /> period not to exceed two weeks . <br /> Motion carried unanimously. <br /> Water Connection Request from the Silver Lane Seven <br /> Acting City Manager presented the request of seven residents <br /> of Silver Lane that the $135 connection inspection fee to <br /> St . Anthony ' s water system be waived. <br /> Douglas Jones , 2505 Silver Lane, stated that at the time the <br /> homes were built on Silver Lane no St. Anthony water hookup <br /> was available and the residents obtained their water from <br /> Columbia Heights . He explained the actual procedure the City <br /> Public Works Department would undertake to connect the homes <br /> to St. Anthony water. He reported that it was in the City' s <br /> interest to hook these residents up to St . Anthony water <br /> because maintaining the old water main has become <br /> increasingly expensive. <br />
