Regular Council Meeting March 26,1991 page 5 1 Chief Engstrom stated there had been 98 burglaries in 1990, 70 of 2 which were at private homes. The pattern of the most recent burglaries differed from those in 1990 as they were carried out during daylight 4 hours. 5 L Mayor Ranallo had spoken to two of the property owners whose.-homes had been burglarized and they recall some instances of strange vehicles R being in their area. The Chief stated that reporting of unfamiliar 9 vehicles by residents has steadily increased. lC 11 Councilmember Marks inquired as to the number of Crime Watch neighborhoods 12 in the community and any statistics generated in these areas. The Chief 13 said there are 38 or 39 Crime Watch neighborhoods, but no data regarding i4 crimes. Residents need only contact the Police Department to initiate 15 a Crime Watch program. Presently, less than half of the City has participated 16 in the program. 17 18 Mayor Ranallo noted that one of the homes burglarized had an alarm system, 19 but the property owner left the house without turning it on. 20 21 Dennis Cavanaugh inquired if burglaries have moved to a different time 22 than last year which was around 3:00 a.m. . The Chief responded that crimes 23 are now being committed during afternoon hours. He also noted that 24 statistics for burglaries have shown they have been decreasing. Seven • 25 burglars have been arrested recently in the metropolitan area. 26 27 Mr. Cavanaugh noted he had an alarm system installed in his home and has 7.8 found it quite effective. He inquired if the Police Department has a 29 routine for squad cars to follow or a policy that requires some pre- 30 dictability for police activity. 31 32 Chief Engstrom felt any predictability would be unwise , but did advise 33 there are many methods for patrol and police observation employed by 34 members of the Department. 35 36 Mayor Ranallo stated he had observed part of a drug investigation on 37 March l5th. Chief Engstrom advised the Council of the outcome of that 38 investigation and what was recovered. 39 40 B. Discussion of Alarms 1i1 VanderHeyden said this item was on the agenda so the Council could 42 consider a revision to the alarm policy. Presently, a property owner 1,3 pays a $25.00 permit -fee for an alarm installation permit. She recom- 44 mended this fee be continued as well as the $10.00 annual fee for LS administration costs to update records in City Hall . Each alarm owner 46 receives three false alarm calls at no charge in a six month period, 47 thereafter, they are charged $50.00 for each false alarm. 48 49 Mayor Ranallo has received a call from a new resident who stated his • 50 opposition to the $25.00 permit fee.
