Hennepin County Yard Waste Rebate Application Tabled <br /> 15 Mr. Urbia indicated that because Hennepin County doesn't provide <br /> 16 compost sites, the County is offering a rebate of $2,732 to St. <br /> 17 Anthony based on population. The draft of the resolution in the <br /> 18 agenda packet suggested a rebate to the residents to offset cost of <br /> 19 waste collection. Uncertainties over number of households recycling <br /> 20 and desire to have Councilmember Enrooth's insight on the issue <br /> 21 prompted a delay on passage. <br /> 22 <br /> 23 Motion by Wagner, seconded by Fleming to table the resolution <br /> 04 approving submittal of the 1991 Hennepin County yard waste rebate <br /> 25 application until the June 25, 1991 Council meeting. <br /> 26 <br /> 27 Motion carried unanimously. <br /> 28 <br /> 29 d. International City Managers' Association Annual Conference <br /> 30 The Council approved the City Manager's attendance of the <br /> 31 conference in Boston in September, which had already been <br /> 32 budgeted for. The main focus of the conference this year will be <br /> 33 "financing without money" which should be very helpful in planning <br /> 34 the budget. <br /> 35 <br /> 36 e. Vacancy in Police Department <br /> 37 The Manager had presented a spread sheet showing what the City <br /> 38 would pay to hire an officer for the last four months this year as <br /> 39 compared with the savings since another officer had retired. He <br /> 40 indicated double shifts from the Chief down was deteriorating <br /> 41 morale. Another retirement is imminent and with cat burglaries <br /> 42 picking up again in the community, the perception was that it was <br /> 43 not good to have that department short staffed. <br /> 44 <br /> •4 45 f. State Aid Reductions <br /> 6 The League of Minnesota Cities report in the agenda packet <br /> 47 reported the effect on St. Anthony of the tax bill passed by the state <br /> 3 <br />
