101 Council Meeting
2 June 4, 1991
3 Page 4
4
5 legislature May 20, 1991. Mr. Burt indicated the City would be losing
6 about $75,000 in 1991 and about $60,000 in 1992. Since the
7 damage was not as extensive as had been anticipated, the Manager
8 said he felt comfortable filling the Police Department vacancy and
9 may be filling the vacancy in the Public Works Department which had
10 been vacant for a year. This would only be done if the summer help
11 wasn't able to keep up with the mowing, etc. and full time workers
12 had to take on those jobs as well as their regular tasks.
.13
14 VIII. PUBLIC HEARINGS - none.
15
16 IX. NEW BUSINESS
17 A. One-half Cent Raise in Sales Tax
18 The AMM and LMC strongly recommend local governments support the
19 raise to prevent cities having to raise property taxes or cut services. Mr.
20 Burt advised that the City stands to lose $425,000 next year if the raise
21 doesn't go through. County raises in valuations will probably raise City
22 taxes by about 6% or 7% any way and without the sales tax raise, taxes
23could go to 12%. Mayor Ranallo commented that he was very much
04 opposed to the new tax but was forced to pass the resolutions supporting
25 its adoption by Hennepin and Ramsey Counties. He requested the letter
26 to Commissioner Makowske be revised to reflect the new realities.
27
28 Motion by Marks, seconded by Ranallo to adopt Resolution 91-027
29 supporting the one-half cent raise in sales tax in Ramsey County.
30
31 Motion carried unanimously.
32
33 Motion by Wagner, seconded by Fleming to adopt Resolution 91-028
34 supporting the adoption of a one-half cent raise in sales tax in Hennepin
35 County.
36
37 Motion carried unanimously.
38
39
40 B. Yard Clean Up and Parking on Lawns Ordinances
41 Mayor Ranallo reported receiving a "threat of bodily harm" in a long letter
42 which will be reproduced for the Council and several phone calls from
43 residents about the appearance of City streets, lawns which are more than
44 8 inches tall, piles of brush, and cars parked on lawns. He had personally
45 noted that evening while driving down 33rd Avenue N.E., a car for sale
6 parked on one lawn, a big sailboat on another, which had been there for
4
