1 CITY OF ST. ANTHONY <br /> • 2 COUNCIL WORK SESSION MINUTES <br /> 3 July 2, 1991 <br /> 4 The Council work session was called to order at 7:00 P.M.. <br /> 5 Present: Mayor Ranallo, Councilmembers Enrooth, Marks, Wagner, and <br /> 6 Fleming. <br /> 7 Absent: None. <br /> 8 Also present: City Manager Thomas D. Burt; Management Intern David Urbia. <br /> 9 I. Water Conservation. The City Council agreed with staff recommendation to write <br /> 10 an article for the City Newsletter encouraging residents to conserve water. <br /> 11 II. Highcrest Retention Basin/Spillway. The spillway on Mirror Lake needs repair. <br /> 12 The Council recommended staff seek updated estimates to repair the spillway <br /> 13 and identify how it would be paid for. Once this information is gathered, it will <br /> 14 be scheduled for official Council action. <br /> 015 III. Proposed Sidewalk on Silver Lane. The appraiser's report was presented which <br /> 16 indicated the sidewalk did merit benefit to all properties on Silver Lane. The City <br /> 17 Council directed staff to contact the residents on Silver Lane and explain what <br /> 18 the costs would be. <br /> 19 IV. Potential Assessment Costs for Chandler Drive Improvements. Council directed <br /> 20 staff to research how St. Anthony Boulevard was assessed and do the Chandler <br /> 21 Drive improvements in the same way. <br /> 22 V. Charitable Gambling Rent. City Manager Burt advised the Council of changes <br /> 23 to state law on rent for charitable gambling. The City Manager will look into <br /> 24 making these changes. <br /> 25 VI. Clark Station Property. Staff will continue to work on researching developing <br /> 26 potentials for this site. An appraisal of the site will be done to determine fair <br /> 27 market value and preliminary soil testing will be conducted. <br /> 28 VII. Ramsey County Cooperation Committee. Councilmembers will speak to <br /> 29 residents who may be interested in serving. <br /> 30 VIII. First Time Home Buyer Mortgages. Staff will research. <br /> 1 <br />
