REGULAR COUNCIL MEETING <br /> MARCH 24 , 1992 <br /> 3 PAGE 8 <br /> 4 <br /> 5 <br /> 6 Councilmember Wagner noted he briefly addressed the tax <br /> 7 increment situation at Apache Plaza. He felt this was <br /> 8 necessary so it would be understood the City was not <br /> 9 responsible if the CUB negotiations fell through. <br /> 10 <br /> 11 He felt the "theatre" deal was back on which was also <br /> 12 indicated by Mr. Cavanaugh. <br /> 13 <br /> 14 Councilmember Wagner discussed th,e situation which has <br /> 15 developed with the Sheik' s Garden Restaurant owner, Mr. <br /> 16 Alwan, with other merchants in Apache Plaza . He noted <br /> 17 that no concern was expressed. <br /> 18 <br /> 19 He also met Mr . Alwan to discuss his intentions for the <br /> 20 future of the restaurant . Mr . Alwan stated he has filed <br /> 21 to reappear for a request for a conditional use permit . <br /> 22 He indicated he is willing to discuss a three month <br /> 23 "trial " period with a reduced number of video games and <br /> 24 an increased number of kiddie machines . He again stated <br /> 25 he intends to have a family-oriented business . Mr. Alwan <br /> observed that there are twelve video games in the bowling <br /> alley on the lower level of Apache Plaza Shopping Center. <br /> 8 <br /> 29 <br /> 30 The City Manager noted he had advised Mr. Alwan to not <br /> 31 attend this Council Meeting in that there would only be <br /> 32 three Councilmembers in attendance. <br /> 33 <br /> 34 Mayor Ranallo has received many phone calls from <br /> 35 residents complimenting the Council ' s denial of the <br /> 36 conditional use permit request . <br /> 37 <br /> 38 Councilmember Wagner stated that Mr. Alwan is now <br /> 39 planning on reversing the location of the games on the <br /> 40 site plan . He will have eight video games and eight <br /> 41 kiddie machines alternately placed. <br /> 42 <br /> 43 The City Manager felt a public hearing on this matter <br /> 44 would be prudent to receive public comment . The Mayor <br /> 45 agreed and felt Mr. Alwan should go through the complete <br /> 46 process . <br /> 47 <br /> 48 Councilmember Wagner noted that Mr . Alwan felt pool <br /> 49 tables would attract an undesirable element and he is not <br /> 50 planning on having pool tables in his establishment . <br /> 51 <br /> Report of Councilmember Fleming <br /> 54 Councilmember Fleming advised that the next Village Fest <br />
