The Mayor <br /> 8 observed that some residents have not yet contracted with <br /> 9 a rubbish hauler and are pooling their garbage with <br /> 10 neighbors . <br /> 11 <br /> 12 Councilmember Fleming inquired if there is a way to <br /> 13 determine if users and abusers of the Recycling Center <br /> 14 are St . Anthony residents . Urbia responded there is no <br /> 15 way to know who is using the facility. <br /> 16 <br /> 17 The Spring Clean-Up in St . Anthony is scheduled for May <br /> 18 2 , 1992 from 9 : 00 a .m. until 1 : 00 p.m. <br /> 19 <br /> 20 Councilmember Enrooth felt additional information <br /> 21 regarding recycling rates should be included on the fee <br /> 22 schedule for non-residents . He also suggested that there <br /> 23 should be- a discount for St . Anthony residents . <br /> 24 <br /> 25 8 . PUBLIC HEARING <br /> 26 <br /> A. Community Development Block Grant Proaram - Public <br /> 40 Hearing <br /> 30 Mayor Ranallo opened the Public Hearing at 8 : 25 p.m. This <br /> 31 was a later time than was originally scheduled to open <br /> 32 the public hearing, but the Mayor noted that no one had <br /> 33 left who wanted to appear at the public hearing. <br /> 34 <br /> 35 Money from the Community Development Block Grant Program <br /> 36 must benefit low income residents . The City Manager <br /> 37 stated this is often a difficult criteria to meet in St . <br /> 38 Anthony. <br /> 39 <br /> 40 Staff is recommending the funding for the following five <br /> 41 projects : <br /> 42 <br /> 43 Single Family Housing Rehabilitation $10 , 000 <br /> 44 Senior Citizens Program $ 5, 608 <br /> 4'5 Kenzie Terrace Sidewalk Project $ 4 , 866 <br /> 46 Handicap Accessible Playground <br /> 47 Equipment $ 4 , 507 <br /> 48 Handicap Accessibility Study $ 3 , 000 <br /> 49 <br /> 50 The City Manager advised that a consultant will provide. <br /> 51 information regarding the last two projects to comply <br /> 52 with the American Disabilities Act . <br />
