Regular Council Meeting
July 28, 1992
Page 14

three, including herself, who opposed it. However,
because Mr. Burt had brought a mediator to work with
them, the committee were able to reach an understanding
on the issue, the evening went along very smoothly, and
at the end all participants were getting along very well.

Mrs. Antczak indicated she thought the mediation process
should at least be tried in the Pahl neighborhood,
although she conceded it sounded a lot worse than her
group's situation. However, She commented that it might
be better than waiting months for an ordinance which
might, or might not, solve the controversies.

John Jadinak, 2805 27th Avenue N.E. , related his problem
with nearby businesses like the butcher shop and filling
station parking their cars in front of his house and
preventing the streets in that area from ever being
plowed or swept out by City crews. He questioned why the
area wasn't at least posted when the City crews were
going to plow or sweep.

Councilmember Wagner indicated he would like to see some
samples of other communities ' home occupation ordinances
before turning the issue over to the Planning
Commission. He could see nothing to prevent having the
problem on Pahl mediated in the meantime. Mr. Burt told
him the only involvement the City would have would be to
have a mediator there to work with the differing parties.

Mr. Hoban was asked whether he would be open to mediation
and he replied that "the way they've treated me and lied,
I don' t know whether I could trust any word they might
"give during mediation" . The Manager told him it
wouldn't be a case of verbal agreement but rather, actual
written agreements come out of the mediation process. He
said the fact that the residents of 2704 Pahl had already
hired an attorney does not cause him to concede failure
yet. He said maybe Mr. Brown and Mr. Hanson won't agree
to mediation but he felt it was at least worth the try.

The Manager indicated he would do the necessary research
on other communities ' home ordinances and would put them
on the first Council work session he could.
