St. Anthony Shopping Center Carnival <br /> 8 <br /> 9 Motion by Fleming, seconded by booth to grant approval <br /> 10 for the St. Anthony Shopping Center Carnival to be held <br /> 11 from noon to 4 :00 p.m. August 1, 1992 and to waive the <br /> 12 fee for the event. <br /> 13 <br /> 14 Motion carried unanimously. <br /> 15 <br /> 16 3. South End Moratorium <br /> 17 <br /> 18 The Manager reported the plans for redeveloping the South <br /> 19 End are right on track with the Planning Commission <br /> 20 approving at their last meeting the concept of <br /> 21 residential use for the triangle where the two cafes will <br /> 22 be eliminated; leaving the gas station with some very <br /> 23 improved landscaping and berming, and a road alignment <br /> 24 which the Council has already seen. He said the <br /> 25 moratorium on further development in that area will be <br /> 26 expiring August 13 and he was recommending extending it <br /> 27 for another six months, although the <br /> g process probably <br /> 28 wouldn't take that long. Staff is in the process of <br /> 29 negotiating the purchase of the Rosie's Cafe right now <br /> 30 and when those negotiations are completed will go across <br /> 31 the street to talk to the owners of the Good Luck Cafe <br /> 32 about purchasing their property as well . That appraisal <br /> 33 is almost complete and Phase One is done for the <br /> 34 environmental impact study. <br /> 35 <br /> 36 Mr. Burt was under the impression the meat market was <br /> 37 closed next to the gas station and reported that Roger <br /> 38 Bona, who owns the station as well as that property, <br /> 39 wants to make some improvements to his operation which <br /> 40 had been prevented by the moratorium. The property owner <br /> 41 had argued that since his property was not really <br /> 42 involved with the changes in the rest of the triangle, <br /> 43 the City should lift the moratorium from the land he <br /> 44 owns. Mr. Bona had said that would allow him to make <br /> 45 changes to his pumps and expand his business. <br /> 46 <br /> 47 When Councilmember Enrooth asked whether Mr. Bona had <br /> 48 provided staff with definite plans for the changes he <br /> 49 proposed, Mr. Burt said he had seen the conceptual <br /> 50 configurations which would have to be modified to <br /> 51 accommodate the City's plans to connect 27th Avenue and <br /> • <br />
