1 REGULAR COUNCIL MEETING <br /> AUGUST 11 , 1992 <br /> 0 PAGE 10 <br /> 4 <br /> 5 <br /> 6 <br /> 7 Mr. Cavanaugh stated he sees the utility as just another layer <br /> 8 of taxes and requested the ordinance be tabled. <br /> 9 <br /> 10 The City Attorney advised he will review Mr. Cavanaugh ' s <br /> 11 written comments and consider the affect of these comments on <br /> 12 the ordinance before the second reading. <br /> U Councilmember Marks requested a clarification of the hearing <br /> 15 notice requirement as stated in the ordinance. <br /> 16 <br /> 17 Councilmember Wagner responded to Mr. Cavanaugh' s draft of <br /> 18 comments in observing that he had interpreted the ordinance in <br /> 19 a way in which it was not intended. The Councilmember <br /> 20 suggested that by mentioning some projects which could be done <br /> 21 with funds from this utility did not mean that they were <br /> 22 guaranteed to be done. He felt that in time some of the fund <br /> 23 could be used to reduce assessments. <br /> 24 <br /> 25 The City Manager felt the storm sewer system fund had been <br /> 26 neglected in the past years . He thinks the establishment of <br /> this fund could avoid hills and valleys in taxes to fund <br /> projects. <br /> 9 <br /> 30 Mayor Ranallo recalled that the Council had received criticism <br /> 31 in the past in not reacting faster in alleviating water <br /> 32 problems. He thinks this slow reaction was a direct reflection <br /> 33 on there being no funds available to make corrections . Also, <br /> 34 the Council was held to a three percent cap on tax increases. <br /> 35 <br /> 36 Councilmember Marks noted that Mr. Cavanaugh raised an issue <br /> 37 of storm water runoff. He inquired if he were objecting to <br /> 38 combining managing runoff and establishing this fund. <br /> 39 <br /> 40 Mr. Cavanaugh responded that half of the recommended projects <br /> 41 were capital projects . He felt these projects can clearly be <br /> 42 defined as management. projects in a soft definition and would <br /> 43 leave a number of projects open for interpretation. <br /> 44 <br /> 45 The City Manager noted that the issue of managing water is the <br /> 46 reponsibility of St . Anthony no matter from where the water is <br /> 47 shed. There is also the water quality issue. He stated that <br /> 48 the new EPA standards will soon force St . Anthony to comply <br /> 49 with the same regulations as those of EPA for cities of the <br /> 50 first class . <br /> • <br />
