1 REGULAR COUNCIL MEETING <br /> SEPTEMBER 22 , 1992 <br /> 3 PAGE 5 <br /> 4 <br /> 5 <br /> 6 <br /> 7 Motion by Marks , second by Fleming to approve the list of <br /> 8 election judges for the November 3 , 1992 Presidential Election <br /> 9 as submitted by the City Clerk . <br /> 10 <br /> 11 Motion carried unanimously <br /> 12 <br /> 13 <br /> 14 B . Liquor Operations 1991 Uncollectable Checks <br /> 15 <br /> 16 A list of uncollectable checks for 1991 from the City' s two <br /> 17 off-sale stores was submitted by the Liquor Operations Manager <br /> 18 for Council consideration . <br /> 19 <br /> 20 The total write-offs for 1991 is $5, 049 . 51 . The total write- <br /> 21 offs for 1990 was $4 , 007 . 70 . <br /> 22 <br /> 23 Councilmember Marks commented that attempts to collect these <br /> 24 funds will continue . <br /> 25 <br /> 26 Motion by Marks , second by Wagner to authorize the write-off <br /> of uncollectable checks from the City' s off-sale liquor stores <br /> 4Y8 in the amount of $5 , 049 . 51 as requested by the Liquor <br /> 29 Operations Manager . <br /> 30 <br /> 31 Motion carried unanimously <br /> 32 <br /> 33 <br /> 34 10 . UNFINISHED BUSINESS <br /> 35 <br /> 36 A. Ordinance No . 1992-008 , Re: Signs (Second Reading) <br /> 37 <br /> 38 Three concerns of some of the Councilmembers regarding the <br /> 39 Sign Ordinance were passed on to the City Attorney for his <br /> 40 review. The concerns involved political signs , removal of <br /> 41 nonconforming signs within a specific period of time and <br /> 42 deposits in connection with sign permit requests . <br /> 43 <br /> 44 The City Attorney reviewed all three of these matters and <br /> 45 responded by letter to the Council . <br /> 46 <br /> 47 He noted that there is no separate provision in State Statute <br /> 48 which addresses the date when noncommercial signs , such as <br /> 49 School District election signs , can be posted . He recommended <br /> 50 that the date of April 1st be used in a school election . <br /> • <br />
