1 REGULAR COUNCIL MEETING <br /> NOVEMBER 10 , 1992 <br /> 0 PAGE 11 <br /> 4 <br /> 5 <br /> 6 Council Meeting to hear the discussion on the proposed road <br /> 7 reconstruction projects and the assessment policy being <br /> 8 considered . <br /> 9 <br /> 10 The City Manager advised that the Road Task Force was formed <br /> 11 two and one half years ago to address the problems with <br /> 12 roadways in the City. Their scope of interest broaded to <br /> 13 include sidewalks , the sewer system, etc . Braun Intertec <br /> 14 conducted a study on the driveability of the City ' s roadways . <br /> 15 Most of the roadways in the City were constructed about thirty <br /> 16 to forty years ago. <br /> 17 <br /> 18 The results of the study were given to the Road Task Force who <br /> 19 then reviewed the results and pursued recommendations <br /> 20 regarding construction , reconstruction, and assessment <br /> 21 policies . <br /> 22 <br /> 23 The Planning Commission held a public hearing on the <br /> 24 recommendations received from the Road Task Force and to <br /> 25 gather public imput . The Task Force had recommended that the <br /> 26 roads which were in the worst condition be considered for <br /> 27 repair first . Overlays , crackfilling and minor repair were <br /> also part of the plan received . It was the recommendation of <br /> the Task Force to use a portion of the City' s maintenance <br /> 30 funds to repair roadways which would have their lives extended <br /> 31 by repairs rather than total reconstruction . <br /> 32 <br /> 33 Storm sewers and sanitary sewers are televised regularly so <br /> 34 the City can be aware of their condition. Consideration had <br /> 35 been given to having the utilities underground . The utility <br /> 36 companies did not favor this and it would be prohibitive to do <br /> 37 this in areas where the wires go to the back of the houses . <br /> 38 <br /> 39 The City Manager advised the resident that neighborhood <br /> 40 meetings will be held prior to any work being done so the <br /> 41 affected residents can have opportunity for input and be aware <br /> 42 of what is being proposed. <br /> 43 <br /> 44 Funds from the Utility Fund recently established by the <br /> 45 Council will pay for some of the watermain work . <br /> 46 <br /> 47 The City Manager advised the resident that a copy of the Road <br /> 48 Task Force report is available if he wants one. <br /> 49 <br /> 50 Mayor Ranallo stated again that there will be numerous <br />
