1 REGULAR COUNCIL MEETING <br /> NOVEMBER 10 1992 <br /> 10 PAGE 10 <br /> 4 <br /> 5 <br /> 6 from them on .composting . This information suggested that a <br /> 7 minimum of 98 cubic feet be used for a compost structure . He <br /> 8 concluded that the ordinance, in its present form, was <br /> 9 inappropriate. <br /> 10 <br /> 11 Councilmember Marks is of the opinion that the subject of <br /> 12 composting is so important it should not be relegated to an <br /> 13 ordinance. He felt the subject should be made an educational <br /> 14 effort . <br /> 1.5 <br /> 16 The Mayor noted there are many ways to compost and that very <br /> 17 large containers for composting are not acceptable. He also <br /> 18 feels that odors from compost piles are difficult to avoid . He <br /> 19 noted that the ordinance is not limiting in its present form. <br /> 20 <br /> 21 Councilmember Marks inquired if there is a problem with <br /> 22 compost piles being too large. Mayor Ranallo feels this is a <br /> 23 definite problem and is aware of one where a fox has made its <br /> 24 den. <br /> 25 <br /> 26 The Mayor suggested that the educational efforts be turned <br /> 27 over to the Recycling Committee . The City Manager noted that <br /> the Recycling Committee could produce a brochure to educate <br /> residents on recycling and composting. <br /> 30 <br /> 31 Mayor Ranallo recommended that the ordinance be passed in its <br /> 32 present form and if there are problems with composting this <br /> 33 section of the ordinance could be reviewed . <br /> 34 <br /> 35 Councilmember Marks again stated he feels the ordinance is <br /> 36 inconsistent . <br /> 37 <br /> 38 Motion by Fleming, second by Ranallo to approve -the ' third <br /> 39 reading and adoption of Ordinance No. 1992-009 being an <br /> 40 ordinance relating to inspection and licensing of .apartment <br /> 41 -buildings , and to housing and maintenance; amending the St . <br /> 42 Anthony 1973 Code of Ordinances by amending Section 310 : 00 and <br /> 43 by adding a new Section 355 : 00 . <br /> 44 <br /> 45 Roll call : Enrooth, Fleming, Wagner- , Ranallo - aye <br /> 46 Marks - nay <br /> 47 <br /> 48 Motion passes <br /> 49 <br /> 50 Steve Gomer, a St .
