01 REGULAR COUNCIL MEETING <br /> 2 JANUARY 26, 1993 <br /> 3 PAGE 7 <br /> 4 <br /> 5 <br /> 6 The Councilmember recalled that in the resident survey the <br /> 7 number one concern was crime. She suggested that the City <br /> 8 Council organize a group of residents to work on initiating <br /> 9 crime watch programs in all areas of the City. This could be <br /> 10 done on a door-to-door basis and function with volunteers . <br /> 11 <br /> 12 The City of Falcon Heights has 100% participation in its Crime <br /> 13 Watch Program. One staff member in the City of Roseville is <br /> 14 responsible for administering this program in that city. <br /> 15 <br /> 16 The Mayor felt the Crime Watch Program is very important and <br /> 17 it should be operated through the City Manager and the Police <br /> 18 Chief . He noted that the Police Chief did not address this <br /> 19 particular program in his annual report . <br /> 20 <br /> 21 Councilmember Enrooth recalled this issue had been discussed <br /> 22 with the Police Chief and he had advised there was not <br /> 23 sufficient manpower available to implement the program <br /> 24 throughout the City. <br /> The City Manager advised that one of the police reserves is <br /> 27 finishing his training in the Crime Watch Program. He will <br /> 28 talk to the Police Chief about setting up goals for the <br /> 29 program and involving residents in its promotion. <br /> 30 <br /> 31 Councilmember Marks questioned if residents perhaps saw no <br /> 32 value in the program or were just not knowledgeable enough <br /> 33 about it . <br /> 34 <br /> 35 The City Manager felt the program just needs to be more widely <br /> 36 addressed on an informational level and residents need to <br /> 37 become involved to make the program a success . He cited the <br /> 38 example of attempting to put a Crime Watch Program into Autumn <br /> 39 Woods . He noted there was a definite lack of enthusiasm among <br /> 40 the residents . This complex has experienced some inside <br /> 41 security problems and it would have been a very effective <br /> 42 location for the program. <br /> 43 <br /> 44 Councilmember Enrooth has observed that in some areas of the <br /> 45 City there is a good deal of "watching" out for other ' s homes <br /> 46 and property. <br /> 47 <br /> 48 8 . PUBLIC HEARINGS <br /> 49 <br /> 1 There were no public hearings . <br />
