The first <br /> 2 component of this project is water quality treatment in the large basin with <br /> 3 emergency overflow to tunnel out. The second pond receives drainage from <br /> 4 another pond and is more of a wetland function. Pond 3 will also be more of a <br /> 5 wetland. Plans are to prevent any direct runoff from the roadway into Silver <br /> 6 Lake. It should be an isolated pond system with more than an adequate size for <br /> 7 water quality treatment. <br /> 8 <br /> 9 The Salvation Army representatives stated the plan was reviewed and <br /> 10 conceptual approval was given by them. <br /> 11 <br /> 12 Ramsey County is seeking an easement from the Salvation Army and the <br /> 13 County will maintain this easement in perpetuity. Ramsey County Public <br /> 14 Works Director Wayne Leonard stated the County is seeking approval of the <br /> 15 right-of-way plan from the City of St. Anthony. Details of the construction will <br /> 16 be incorporated in the road construction plan and that wiU-be ready for <br /> q19 <br /> 17 Council's review sometime in August or September. <br /> Motion b Enrooth, second b Wagner to approve the right-of-way plan as <br /> Y Y <br /> 20 submitted by Ramsey County relating to the reconstruction of Silver Lake Road <br /> 21 from Silver Lane to I694. <br /> 22 <br /> 23 Motion carried unanimously. <br /> 24 <br /> 25 C. Planning Commission - May 17, 1994, Planning Commissioner Bergstrom <br /> 26 addressed the Council regarding items on the May 17, 1994 Planning <br /> 27 Commission agenda. <br /> 28 <br /> 29 1. Paul and Susan Johnson. 2800 - 36th Avenue N.E. The Johnson's are <br /> 30 petitioning for a variance to enable them to construct a six foot high <br /> 31 fence on what is the front yard of their property. This is a corner lot <br /> 32 and the long axis of the house is parallel with the long axis of the lot, <br /> 33 which makes their back yard only about 20 feet deep. The Johnsons are <br /> 34 basing their request on issues of privacy and safety for young children. <br /> 35 <br /> 36 The Planning Commission did not feel that the three conditions which <br /> 37 need to be satisfied for a variance were met. The Planning <br /> 38 Commissioners discussed whether it would be appropriate or wise to <br /> designate the front yard as a side yard, thereby negating the need for a <br /> qVO variance. The Commissioners felt that would be setting a precedence <br /> 41 and it would be arbitrary to designate somebody's front yard as a side <br />
