• City of St. Anthony Council Minutes
June 14, 1994
Page 7
three items: (1) for the properties to be changed from R2 to R-3; (2) for
a conditional use permit for townhomes; and (3) variances for front yard
and back yard setbacks.

The Planning Commission discussed visitor parking availability; the
number of garages, the plan submitted showed single garages and the
Planning Commission preferred doubles; reduction in density; and
concerns over ingress and egress.

Mr. Bill Schotzlein, who is a consultant working with the owners, and
John Beal, a Real Estate Broker, were present. They are both working
with the owners to find a developer who might be interested in
developing this property. If someone interested in developing these
parcels could be found, the project would be returned to the City
Council fortheir approval of the details. Conceptually, there would be
23 units of townhouses and no rentals. The owners are requesting R-4
zoning after the first review. The R-3 zoning was for 23 units (92,000
square feet) and the R-4 zoning would be 55,000 square feet. There is
approximately 74,000 square feet or about 1.9 acres of property. The
owners have indicated that if the R-4 zoning is approved, it would be
designated for townhouses and not for some other multi-family use.

The consultant indicated he had tried to make more green area in the
middle of the site where it is more usable to the people who live there.
To do so, the buildings would have to be moved, which would require
variances in the front yard and rear yard. With regard to the lot
coverage, the requirement is 50% of the lots be covered. The consultant
stated that with the townhouses only there is 31% coverage. With the
townhouses and parking associated with the townhouses and the
driveways, there is 41% coverage and if everything is included (the
buildings, the parking, the roadways and the drive through, there is 58%
coverage and a variance may be needed.

The proposed parking meets the ordinance requirements. Under the R-4
zoning, the Council may require some screening or privacy for the
neighbors. Mr. Schotzlein indicated there would be an association to do
the exterior maintenance. The prices for the townhomes would probably
be in the $120,000 range.
qOP Vehicle circulation would be such that the owners would see additional
access in the alley and the existing alley would be eliminated.
