• City of St. Anthony Council Minutes <br /> June 14, 1994 <br /> Page 8 <br /> 1 Councilmember Enrooth, in trying to envision what this property looks <br /> 2 like from the back, inquired if on the west side there is a two story <br /> 3 basement and Mr. Schotzlein responded yes. Mayor Ranallo asked if <br /> 4 they would get all of the parking spots which are required. Mr. <br /> 5 Schotzlein stated 12 more parking spots than are required are proposed <br /> 6 and there will be single tuck under garages, each one of the units is a <br /> 7 single, attached unit. The Council discussed parking and the width of <br /> 8 the driveway. <br /> 9 <br /> 10 Councilmember Enrooth asked if this is the density it takes to make the <br /> 11 project work. The consultant answered it will take this kind of density <br /> 12 to make it work and even at that, the owners are not totally convinced it <br /> 13 will work because they have not yet found a developer for the project. <br /> 14 <br /> 15 D. Mayor's Report, Mayor Ranallo discussed the old Clark Station property. He. <br /> 16 received a call from a developer who wanted to do something with that <br /> 17 property. Mr. Hamer checked into the matter and received a letter from the <br /> Minnesota Pollution Control Agency stating that, based on tests performed by <br /> that government agency, the soil may be contaminant free. The contractor did <br /> 20 not feel a triplex would work and indicated a four plex would be more <br /> 21 desirable. Mr. Hamer suggested a three unit rather than a four unit due to the <br /> 22 density. Mr. Hamer said the property is too small for tax increment financing, <br /> 23 however, the City could do as they did with the house on Silver Lake Road <br /> 24 (3112). The owner is paying $3`,196.20'for taxes and the small strip behind is <br /> 25 paying $20.30. With a townhome, condominium or three/four plex, non- <br /> 26 homesteaded, costing about $250,000, and there would be an approximately <br /> 27 $7,854 increase of annual taxes. City Attorney Soth stated it could be done <br /> 28 another way which is to set it up so that the City never takes the title to the <br /> 29 property. Mayor Ranallo thought this might be the only way the City is going <br /> 30 to get it done, since it has been sitting as it is now for the last 10 years. <br /> 31 Councilmember Enrooth stated there are a lot of questions to be answered, not <br /> 32 the least of which is the status of the small strip.of land. <br /> 33 <br /> 34 E. Council Reports, <br /> 35 <br /> 36 Councilmember Wagner attended the Apache Merchants meeting and said they <br /> 37 put a receivership on the mall on June 1st and then temporarily halted it until <br /> 38 June 15th. City Attorney Soth stated that the Welch Companies were appointed <br /> as the receivers. They will be involved in the operation of the mall from that <br /> 10 point forward. This is all assuming that the C. G. Rein Company will agree to <br /> 41 it. <br />
