PRESENTATION OF CLAIMS. <br /> 5 Motion by Marks, second by Wagner to approve the following claims: <br /> 6 A. School District#282 in the amount of$6,000.00 for CDBG Senior Center Operations. <br /> 7 B. 5 pages of Verified Claims as presented by the Finance Director. <br /> 8 Motion carried unanimously. <br /> 9 VII. REPORTS. <br /> 10 A. Planning Commission-August 15, 1995. <br /> 11 1. Leslie Formell. for Salvation Army Silver Lake Camp. 2990 West County Road <br /> 12 E., Lakeshore Setback Variance Request. <br /> Commissioner Gondorchin reported the Salvation Army is proposing construction of a <br /> 3 a <br /> picnic shelter in the middle of an island. They are requesting a variance of 125 feet from <br /> 15 the southeast corner of the structure to the shoreline and a 100 foot variance from the <br /> 16 northeast and northwest corner of the structure to the shoreline. He indicated the Planning <br /> 17 Commission had approved the variance on a split vote of 5-2. Those in favor had <br /> 18 determined the configuration of the land caused the condition,the ordinance was arbitrary <br /> 19 and the structure will not be used to provide revenue. In addition, they felt the structure <br /> 20 would not cause an alteration of character to the area and there was no objection from <br /> 21 neighbors. There was also screening provided by the trees in the area. The Planning <br /> 22 Commission had approved the variance subject to any regulations set forth by the Rice <br /> 23 Creek Watershed District. Commissioner Gondorchin reported Mr. Bill Carr had been <br /> 24 present at the Planning Commission meeting and had indicated the shelter was being <br /> 25 erected to be used only in inclement weather. <br /> 26 Councilmember Enrooth arrived at 7:08 p.m. <br /> 27 Commissioner Gondorchin reported those opposed to the variance were concerned with <br /> 28 security of the area, that it could possibly become a center of after hour activity,that this <br /> 29 would set a precedent for further development of the area, and that it was a mere <br /> 30 inconvenience to the landowner as the shelter could be located elsewhere. <br /> 31 Councilmember Marks stated he did believe there was a reason for the 200 foot setback <br /> requirement. <br />
