City Council Regular.Meeting Minutes <br /> August 22, 1995 <br /> Page 3 <br /> 1 Commissioner Gondorchin indicated this was a subject for debate amongst the <br /> 2 Commissioners. He indicated the DNR only required a 75 foot setback from the lake. He <br /> 3 stated he had personally voted in favor of the variance as there would be no utilities <br /> 4 provided to the site. <br /> 5 Councilmember Marks noted it was generally a good idea to not have any structures <br /> 6 erected near the lakes. He stated any human activity could have adverse effects to the <br /> 7 lake. He questioned if this might alter the character of the existing land. <br /> 8 Commissioner Gondorchin indicated he did not feel this project would have any affect on <br /> 9 the area. <br /> 10 Leslie Formell, for the Salvation Army,presented a drawing of the island and location of <br /> 11 the proposed structure. He stated it was a small structure which would be located in the <br /> 12 middle of the island. He noted-the island was a difficult shape and would make it <br /> 13. difficult to retain the 200 foot setback. He indicated the structure would be within the 75 <br /> 14 foot setback as required by the DNR and would be built of four pylons with a roof above. <br /> 15 It would have a sand base and could utilize picnic tables or chairs. The structure would <br /> have wood siding with a pyramidal roof. He stated there would be no utilities and he felt <br /> the structure would blend in well with the island and the rest of the buildings on the site. <br /> 18 Councilmember Marks asked the distance across the island at the center point. <br /> 19 Mr. Formell stated he thought the island was approximately 200 feet across at its widest <br /> 20 point. <br /> 21 Mayor Ranallo indicated the last time the Salvation Army had asked the City Council for. <br /> 22 a variance,they had indicated they would never be before the Council for another <br /> 23 variance. He questioned the fact that there was now another structure being built in the <br /> 24 area. <br /> 25 Mr. Formell stated the Salvation Army was in the process of remodeling and making <br /> 26 additions to the camp and was striving to maintain consistency with the woodsy and <br /> 27 residential appearance of the camp. <br /> 28 Mr. Fred Dresser, stated he was a member of the Downtown Kiwanis. He noted the <br /> 29 Kiwanis Island used to have cabins and a dining hall which were destroyed due to age. <br /> 30 He indicated the Downtown Kiwanis want to buildd-a shelter on this location for the <br /> 31 Salvation Army Camp. <br /> Councilmember Wagner indicated he felt it was a good idea since it would not hurt the <br /> 3 island and would provide a place for children to go to if it were raining, etc. <br />
