REPORTS. <br /> 6 A. Mayor. <br /> 7 Mayor Ranallo reported his attendance at a meeting last night where Opus Corporation <br /> 8 gave a presentation regarding locating CUB Foods in Apache Mall. He noted Mr. Finn <br /> 9 was in attendance and voiced his objections. Opus Corp. and First Bank, however, do <br /> 10 have a strong commitment from CUB Foods. They intend to install three ponds. The <br /> 11 water will drain into the ponds and then drain into Silver Lake when it reaches a certain <br /> 12 level. Mr. Finn's major objection is that he wants all the ponds installed before CUB is <br /> 13 built. Mayor Ranallo noted City Manager had spoken with Joan Aarons, CUB Foods and <br /> 14 she is very positive. Mayor Ranallo stated Opus Corp. is following all the drainage <br /> 15 requirements of the Environment Quality Board. <br /> 0 6 City Manager Mornson noted this will require a five-lot split. The first lot will be CUB <br /> 7 Foods, lots 2 and 3 will form two vacant lots on Silver Lake Road by 39th Avenue, lot 4 <br /> 18 will be First Bank, and lot 5 will be the rest of the mall including Tires Plus, etc. <br /> 19 Mornson noted SuperValu would have to submit their application by January 11, 1996. <br /> 20 for it to be considered at the Planning Commission meeting on January 30, 1996. If <br /> 21 approved, it would then be considered at the February 13, 1996 City Council meeting. <br /> 22- He noted it may also necessitate a special meeting to stay within the required timeframe. <br /> 23 Mayor Ranallo explained the reason for the urgency was that the tax increment financing <br /> 24 district expired in April of 1996 and also CUB Foods would like to open in early fall. <br /> 25 Mornson reported First Bank is authorizing their engineering firm to work with the Rice <br /> 26 Creek Watershed District to prepare an environmental worksheet on their own behalf. He <br /> 27 noted this is what the homeowners had petitioned for last year which had delayed the <br /> 28 project. The only impact will be positive as they intend to install three ponds where there <br /> 29 are currently no ponds. <br /> 30 Mayor Ranallo reported he had been contacted by Peter McLaughlin, Hennepin County <br /> 31 and asked to serve on a committee with two to three other Mayors and meet with the <br /> 32 County Commissioner to discuss issues such as the housing issue. He stated he has <br /> 33 accepted and meetings will start in January of 1996. <br /> 0 <br />
