City Council Regular Meeting Minutes <br /> December 20, 1995 <br /> Page 4 <br /> 1 C. City Manager. <br /> 2 City Manager Mornson indicated he had no report. <br /> 3 VIII. PUBLIC HEARING -None. <br /> 4 IX. NEW BUSINESS. <br /> 5 Mr. Terry Taylor, Sports Boosters, distributed a handout illustrating the cash disbursement <br /> 6 analysis of the last three years and also year-to-date. He noted there is a drastic decrease of over <br /> 7 60%. He noted the decrease was due to the business atmosphere of Apache Wells and the <br /> 8 Stonehouse. Mr. Taylor asked if the City could take some action to improve the business <br /> 9 atmosphere of these establishments. <br /> 10 Mayor Ranallo noted business for the City has increased at the Stonehouse. He reported there is <br /> 11 a work session scheduled in January of 1996 to discuss the situation at Apache Wells. He noted <br /> 12 the City is in the process of trying to negotiate a different lease for Apache Wells with First <br /> 13 Bank. If this does not occur, there is a possibility that the off-sale store will be moved to the <br /> 14 Apache Wells location when their lease expires in August of 1996. <br /> 15 Enrooth asked if Mr. Taylor had any data in terms of pull-tab receipts of other organizations <br /> 106 within the state or other area municipalities. <br /> 17 Mr. Taylor indicated from information he has received other establishment's business appears to <br /> 18 be up. He noted there are only five or six other municipal establishments in the state and he was <br /> 19 unaware of their status. <br /> 20 Mornson noted there were four Resolutions for consideration. Two were for premise permits and <br /> 21 two were for lease agreements. He stated the rent will remain stable at$800.00 per month. He <br /> 22 reported he had contacted the Charitable Gambling Board and the average rent statewide was <br /> 23 $803.00. A condition has been added to both leases that the lease will automatically terminate if <br /> 24 the City elects to quit the on-sale liquor business. Mornson confirmed this was a two year lease <br /> 25 whose term was April 1, 1996 to March 31, 1998. <br /> 26 Marks asked if the Sports Boosters balance was depleted and if Mr. Taylor felt the decrease in <br /> 27 business was due to family problems as discussed recently in the Minneapolis paper. <br /> 28 Mr. Taylor reported as of tonight, the Sports Boosters have an account balance of approximately <br /> 29 $20,000.00. He reported a special meeting will be held on Saturday night to determine the <br /> 30 disbursement of the funds as the account has to be depleted by December 31, 1995 or the funds <br /> 31 are subject to a 35%tax. He again stated he felt most of decrease in business was due to the <br /> 32 business atmosphere at Apache Wells and the Stonehouse. <br /> Marks commended the Sports Boosters for their work but noted he was unable to support. <br /> 34 gambling due to ethical reasons. <br />
