City Council Regular Meeting Minutes <br /> • February 13, 1996 <br /> Page 5 <br /> 1 Motion by Marks, second by Wagner to approve the Comprehensive Sign Plan for <br /> 2 Apache Plaza with the ground signs at 8' X 12'. A total of 5 ground signs were proposed <br /> 3 at 8' X 12'. Additional ground signs could be erected as allowed by ordinance, however, <br /> 4 those signs would have to meet code regulations. <br /> 5 Motion carried unanimously. <br /> 6 Mr. Jones expressed his concern about traffic. He stated he lives on Silver Lane and was <br /> 7 concerned about the additional traffic which would be generated. He asked that <br /> 8 directional signs be installed to direct the traffic into the shopping center rather than onto <br /> 9 residential streets. <br /> 10 VIII. PUBLIC HEARING. <br /> 11 A. Vacation of Public Easements Relating to Apache Redevelopment esolution 96-015 _ <br /> 12 Mayor Ranallo opened the public hearing at 7:39 p.m. <br /> 13 Mr. Greening explained this was an old easement document granting the City easements <br /> 14 for utilities such as water, sewer and drainage coming in off Silver Lake Road. Public <br /> Works Director.Larry Hamer felt it would be appropriate to vacate the existing easements <br /> q16 so that when the service came onto private property it would be the responsibility of the <br /> 17 developer and owner of the property. Maintenance of the easements will be addressed in <br /> 18 the reciprocal easement agreement and will be included as part of the plat. The only <br /> 19 exception is the requirement for an easement created by the subdivision for the storm <br /> 20 water outlet or drain pipe. It is important to the City that the owner or developer be <br /> 21 responsible for the pipe which feeds in. The City wants to ensure that the water coming <br /> 22 out is feeding into the pond and draining correctly. <br /> 23 Mr. Soth stated he has consulted with Public Works Director Larry Hamer and he is <br /> 24 satisfied that there are not any easements that the City wants to retain. The City would <br /> 25 like to be rid of the easement as they do not want the maintenance responsibility. <br /> 26 Mayor Ranallo closed public hearing at 7:44 p.m. <br /> 27 Motion by Enrooth, second by Marks to adopt Resolution 96-015,regarding approving <br /> 28 vacating road easements within property known as Apache Plaza in the City of St. <br /> 29 Anthony. <br /> 30 Motion carried unanimously. <br /> 31 <br /> Mayor Ranallo thanked Joan Ahrens, Super Valu, and all others involved in this process <br /> 10 for their hard work and dedication to this project. <br />
