He indicated the record of decision that the City makes a "Negative <br /> 3 Declaration" and an Environmental Impact Statement (EIS) is not required is <br /> 4 included in the resolution before the City Council tonight. <br /> 5 Marks commented that the actual waterflow of surface water was not being <br /> 6 redirected. Mr. Miller stated this was correct. <br /> 7 Marks noted the end result will be a significant improvement of the quality of the <br /> 8 storm water run-off which drains into the lake. Mr. Miller confirmed this indicating <br /> 9 there will be a 26% reduction in phosphorus run-off of the 14% which results from <br /> 10 this site following the construction of the first three ponds (Phase 1). <br /> 11 Mayor Ranallo asked where the roof water run-off would be directed if there was a <br /> 12 future addition to the Tires Plus building. Mr. Miller noted the storm water run-off <br /> 13 on the west side of the property will currently drain into the two new storm ponds. <br /> 14 The water to the east of the property runs to the boulevard. If there is site <br /> 15 modification to this property in the future, the water will be routed to the two storm <br /> 16 water ponds. <br /> •7 Motion by Marks, second by Wagner to adopt Resolution 96-020, regarding <br /> 18 approving the Silver Lake Center Commercial Redevelopment Environmental <br /> 19 Assessment Worksheet (EAW) finding no need for an Environmental Impact <br /> 20 Statement. <br /> 21 Motion carried unanimously. <br /> 22 Mayor Ranallo asked when the permit will be considered by the Rice Creek Watershed <br /> 23 District. Mr. Miller noted the construction and erosion permit is on the agenda of the Rice <br /> 24 Creek Watershed District February 28, 1996. Mr. Miller stated he felt confident the final <br /> 25 plat would be available for the March 12, 1996 City Council meeting. <br /> 26 X. UNFINISHED BUSINESS. <br /> 27 A. Ordinance 1996-001, re: Amend Sewer and Water Ordinances ( 2nd reading_). <br /> 28 Motion by Marks, second by Enrooth to accept the second reading of Ordinance <br /> 29 1996-001, relating to minimum charges for sewer and water services, amending <br /> 30 Sections 605.05 and 610.03 of the St. Anthony 1993 Code of Ordinances. <br /> 31 Motion carried unanimously. <br /> 32 At this time, City Council viewed a videotape as directed by the League of Minnesota <br /> WCities. <br />
